Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. The requirement is set-aside for small business, and the associated NAICS code is 541990. The following provisions apply: FAR 52.212-1, FAR 52.212-3, FAR 52.212-4, FAR 52.212-5, FAR 52.252-1; DFARS 252.212-7001, and Contract Manpower Clause (see below). DUE DATE: The due date for the delivery of a response to this solicitation is on or before 10:00 A.M., Eastern Standard Time (EST), 25 February 2010. POINT-OF-CONTACT (POC): Susan Hill, Contract Specialist, Phone: 703-428-6420, FAX: 703-428-8181, E-MAIL: Susan.M.Hill@usace.army.mil Request for Proposals: CATERPILLAR ENGINE OVERHAUL ILT Background: The 249th Engineer Battalion (Prime Power) Heavy Maintenance Section is the maintenance support for three Prime Power companies who deploy worldwide to provide prime power and electrical systems expertise in support of the warfighter and National Response Framework. This unit requires specific training to execute its mission. Scope: The Soldiers of HMS, HHC 249th Engineer Battalion must know how to properly perform Sustainment level maintenance of the DPGDS. This course will greatly enhance the HMS ability to perform all missions effectively and efficiently while providing a platform to train incoming personnel and training for HHCs Way Ahead Task Requirements: Engine Rebuild/Overhaul (MEP-PU-810A/B) 40 hour Course What Soldiers need: a course designed to provide the training and skills on the procedures for performing rebuild and overhaul functions to the Caterpillar 3456 diesel engine during a five (5) day session at a location capable of providing hands-on training with the 3456 Caterpillar diesel engine near the National Capital Region, with curriculum covering the following: Engine System Operations Fuel System Air Induction & Exhaust Lubrication System Electronics System Identification of Engine Components Internal External Disassembly & Assembly Fuel Injector (removed/replaced) Valve train Camshaft Camshaft drive gear train Cylinder head Cylinder liner Piston/Rod Assembly Main Bearing Assembly Overhaul/Rebuild Considerations Measuring camshaft gear backlash Measuring cylinder liner projection Description of cylinder block deck repairs Determining machining requirements to restore cylinder liner projection or counter bore repair Behavioral Objectives: Upon successful completion of this training the Soldier should be able to: Remove, install and adjust the EUI fuel injector Program EUI injector trim code Remove, install and adjust the valve train components Remove the camshaft assembly Remove and install the camshaft related gear train components Measure/adjust gear train backlash Remove and install engine oil pump and sump Remove and install cylinder head assembly Remove and install cylinder liner Remove and install piston/rod assembly Measure cylinder liner projection Remove and install a main bearing Demonstrate proper use of assembly related lubricants and supplies Describe methods of cylinder block deck repair Location/Start and End Dates: National Capital Region 1-5 March 2010 (8 Soldiers) END OF STATEMENT OF WORK Submit your proposal in accordance with the following CLINs, breaking out Labor by category, hours and hourly rate: CLINDescriptionQuantityUnitPrice 0001Train on Engine Rebuild/Overhaul for Eight (8) Soldiers1LS 0002Contractor Manpower Reporting Requirements 1LS Contract Manpower Reporting Clause The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officers Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid this reporting period (including subcontractors); (7) Total payments (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each subcontractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information; (11) Locations where contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and subcontractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. Attachment A (Contract Manpower Reporting Worsheet.doc) can be viewed in the above Contractor Manpower Reporting Website as part of the applicable solicitation or contract and is considered part of this clause.
