Description
This is a pre-solicitation notice which includes but is not limited furnishing two prefabricated steel truss bridge structures to span across Dry Dock 3 at Portsmouth Naval Shipyard, Kittery, ME. The purpose of the bridge structures is for material handling in and out of the dry dock and to provide additional support for utilities. The bridge structures will span approximately 88', and have a solid plate floor with elevated rollers for moving of materials across the bridge deck. A partially enclosed high bay at mid-span, equipped with overhead crane rail and hoisting equipment to allow for material to be passed through a floor hatch. Closure panels will be attached below the bridge structure to provide a weather-tight system while mating with other dry dock structures. Also included are anchorages for the new structures, which include modifications to the gallery walls of the dry dock. The new bridge structures are primarily built of tubular steel and in addition to the items listed above include ladders to the elevated bridge deck and to the high bay roof, fall protection components, outboard brackets to support utilities, and other features including corrosion resistant coating. Structure must be fabricated by an American Institute of Steel Construction (AISC) certified fabricator. The work includes nondestructive testing and proof testing of lifting components. Estimated quantity of fabricated steel is 60 tons. The size of the bride exceeds highway and rail capabilities and therefore, delivery by barge will be required. Specialized Experience is required and evidence of prior projects which include similar types of construction will be required to be submitted as detailed in the Invitation for Bids. Price evaluation preference will be given to HUB-Zone Small Business concerns, in accordance with 52.219-4 A subcontracting plan if required must be submitted at the time specified in the IFB. The location of the project is PWD Maine at Portsmouth Naval Shipyard, Kittery ME. The total price magnitude is between $1,000,000.00 and $5,000,000.00. A Bid guarantee is required with Invitations for Bids. Payment and Performance Bonds will be required prior to commencement of work. Tentative date for issuing IFB is no later than March 9, 2010. Tentative date for bid opening will be on or about April 9, 2010. Performance period will be 120 calendar days. Site visit information will be included in the solicitation. Plans will be available for inspection without charge at the Government Point of Entry. THE GPE may be accessed via the Internet at http://www.fedbizopps.gov. Notifications of any changes or amendments to the solicitation shall be made only on the Internet. It is therefore the Contractor's responsibility to check the Internet site daily for any posted changes to the solicitation's plans and specifications. Solicitation plans and specs may be accessed from: http://www.neco.navy.mil/ when available and bidders are advised to register at this website. An official plan holders list will be maintained on line and can be printed from the website. Bidders are advised that all contractors are required to register in the DOD Central Contractor Registration (CCR) Database. Failure to register in the CCR makes a bidder ineligible for award.
