Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 13 (Simplified Acquisition Procedures) and Subpart 12.6 (Streamlined Procedures for Commercial Items), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; the solicitation number is W911RZ-10-T-0073. Fort Carson intends to award a Firm-Fixed-Price Contract for lodging and conference services located no less than 70 miles but no more than 150 miles from Fort Carson, CO. The North American Industrial Classification System (NAICS) code for this procurement is 721110. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This solicitation will close on 24 February 2010, 2:00 p.m. Mountain Time. Quotes received after this time will not be considered. The vendor may only invoice for the total numbers ordered by the Government in the resulting purchase order. Please see the Statement of Work below for details and specifications for each line item. The total proposed price shall be all inclusive (include any parking charges or resort fees.) Any incidental room charges will be the responsibility of the individual occupying the room. The period of performance is 26-28 Feb 10. There will be 49 married couples and 62 children attending, which includes 1 Chaplain with a spouse and child and 1 Chaplain Assistant who will be conducting the training and providing support. Services to be provided shall include: a. An off-site location that is located a minimum of 70 miles away but no more than 150 miles radius distance from Fort Carson, CO. Location must provide the atmosphere and ambiance for married couples to be in a relaxed and non-stressful environment. b. Lodging accommodations for 49 married couples (97 Adults) to have their own private room / lodge with accommodations for 62 children in a set number of rooms / lodges (rooms will be equipped with roll away beds as needed. The lodging shall be within walking distance of the conference center where the training sessions will be conducted. c. A conference meeting room large enough to accommodate 97 people set up theater style with 8-10 top round tables for married to sit at during the training sessions. d. Audio / visual equipment package to include a projection screen that is large enough for everyone in the room to view comfortably. The projection system shall be able to adapt to a computer (computer provided by the Government) for projecting information to be viewed by all attendees. The audio system shall have the capability of projecting sound from computer files. There shall be one microphone at the podium, one wireless remote microphone, and one lapel microphone for the speakers. Audio visual support shall include room/equipment set-up and tear down. e. A podium in conference room for speakers. f. Two extra tables in conference room for training materials and projection equipment. g. Water, coffee, and beverage service during the training sessions. h. A breakfast buffet meal to include cereals, eggs and meats that is served to all participants one hour prior to the first session on Saturday and Sunday. i. A light lunch (soup, salad, and sandwiches) served immediately after the final training session on Saturday and Sunday. For Sunday request box or sack lunches. j. A buffet style dinner meal served in the evening hours on Friday and Saturday nights. k. After dinner on Saturday there will be a movie provided for married couples titled Fireproof. Request popcorn and assorted soft drinks. Movie provided by the customer. l. On-site childcare service. There should be at least one room for children 0-2 years of age and under and at least one room for children 3 years of age and up. There shall be certified childcare providers on-site to provide childcare during training sessions. Childcare services should begin 30 minutes prior and end 30 minutes after training sessions. Saturday evening childcare from end of 1830-2100. Provisions for late check-out on Sunday at the closing of the off-site conference. n. Provide an area for storing personal luggage after check-out. SPECIFICATIONS. a. Applicable Standards for all Training Days. (1) Lodging accommodations for every married couple to have their own private room / lodge. Rooms / lodges shall accommodate married couples that will attend with children (i.e. availability of roll away beds or similar accommodates). (2) A breakfast buffet meal that is served to all participants one hour prior to the first session on Saturday and Sunday morning of each weekend. (3) A light lunch (soup, salad, and sandwiches) served immediately after the final training session on Saturday and Sunday of each weekend. (4) A buffet style dinner meal served in the evening hours on Friday and Saturday nights of each weekend. (5) Rooms for providing childcare. There should be at least one room for children 0-2 years of age and under and at least one room for children 3 years of age and up. There should be certified childcare providers on-site to provide childcare during training sessions. (6) A conference meeting room large enough to accommodate 97 people. It must be set up theater style with 8-10 top round tables for married couples to use while taking notes during training sessions. Training sessions will be conducted on Friday, 26 Feb 1900-2030hrs, Saturday, 27 Feb 0830-1130hrs, and Sunday, 28 Feb 0830-1030hrs. Following Saturday evening dinner, married couples will have the opportunity to watch the Fireproof movie together. (7) Audio / visual equipment package to include a projection screen that is large enough for everyone in the room to view comfortably. The projection system shall be able to adapt to a computer (computer provided by the Government) for projecting information to be viewed by all attendees. The audio system shall have the capability of projecting sound from computer files. There shall be one microphone at the podium, one wireless remote microphone, and one lapel microphone for the speakers. (8) Water, coffee, and beverage service during the training sessions. (9) A podium in conference room for speakers. (10) Two extra tables in conference room for display of training materials. b. Contractor Qualifications by Day. Friday, 26 Feb (1) Lodging accommodations for every couple to have their own private room / lodge. (2) A buffet style dinner meal served in the evening hours on Friday of each weekend. (3) Dedicated rooms for childcare. Certified childcare provides that will perform on-site childcare during all training sessions. Childcare providers shall be available to receive children 15 minutes prior to the first training session. (4) A conference meeting room large enough to accommodate 97 people.
