Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) ROCUREMENT RECOVERY- PRESCRIBED FIRE MANAGERS, SISKIYOU NATIONAL FOREST, OR Description - The Wild Rivers RD, Rogue River-Siskiyou National Forest has a number of potential temporary openings for personnel to assist the District in accomplishing the necessary planning and accomplishment of numerous prescribed burns during the next 2 to 3 years. This District anticipates that 10,000-13,000 acres of prescribed burns will be implemented during this period of time. We currently do not have sufficient local, qualified, Agency, prescribed fire burn bosses to handle this program of work. In order to successfully complete this program of work, a number of additional knowledgeable, experienced and qualified prescribed fire personnel are required. These positions will be responsible for a variety of fire/fuels management activities including preparing prescribed fire burn plans that meet both National and Forest requirements, planning and accomplishing prescribed fires involving both broadcast, underburns or pile burns, completing contract inspections and documentation involving prescribed burns, and laying out/designating various fire/fuels management projects in the field. These contract personnel must be currently qualified as either a Prescribed Fire Manager Type 1 or 2 (RXM1 or RXM2) or as a Type 1 or 2 Prescribed Fire Burn Boss (RXB1 or RXB2) with previous knowledge and experience either as a Forest Service or BLM Contracting Officer’s Representative (COR) or Project Inspector (PI). In addition, all these personnel need to be knowledgeable, experienced, and proficient with prescribed fire burn plan development and organization (National and, or RR-Siskiyou National Forest formats), Forest Service manual direction, policies, requirements, standards, guidelines, etc., Rogue River and, or Siskiyou Forest Plan standards/guides, etc.; and Forest Service requirements for project field layout, designation, etc..Contract personnel shall provide their own field gear and a vehicle suitable to use on 4 x 4-type, native soil roads in a forest environment. This work may either be continuous or intermittent during the normal burning season of October through April. Burning on any given day is dependent on smoke management clearance and availability of adequate numbers of qualified burn bosses. Award: Award will be on a best value basis considering the contractors past performance, technical capability and price. **IMPORTANT NOTES** -- Solicitation will be available on or after March 5, 2010 with additional details. -- This acquisition is a 100% TOTAL SMALL BUSINESS set-aside. --Contractors who are not registered in CCR may subcontract with companies who are, those companies should be listed in the interested vendor list below throughout the soliciation process. -- GSA Schedule Schedule 84 SIN 246-54 -also offers the ability to be hired under these contractors who have fire crews. -- Interested experienced individuals are encouraged to call for additional hiring options - 503 668 1689. The North American Classification System Code (NAICS) is 1. The size standard is $17.5 million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Service Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov.
