Description

The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing - Joint Program Office (JPO) on an other than full and open competitive basis. This order will cover the Obsolescence purchase of Regulated Control Unit (RCU) P/N 901-375-201-401) (B) - Buffer/Driver (TC4468MJD). Boeing notified NAVAIR their suppliers have discontinued the manufacture of the identified obsolete parts that are used on the RCU it manufactures for the V-22 Osprey Aircraft. There is no suitable form, fit and function replacement available to mitigate the obsolescence issue. A minimum order of 14,210 RCU Buffer/Driver (TC4468MJD) will be placed with the supplier. This order will be procured in accordance with FAR 6.302-1; only one responsible source and no other type of suppliers or services will satisfy agency requirements. Bell-Boeing JPO is the sole designer, developer, and producer of the v-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, and maintenance and support characteristics of the aircraft.
