Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Two-Phase Design/Build selection procedures. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. This procurement will result in the award of a firm-fixed price design/build construction contract. Phase I of the process is a narrowing step of offerors based on responsiveness and technical factors that include: Corporate Experience and Qualifications, Past Performance, and Safety. Only those proposers selected in Step I will be allowed to proceed into Phase II. Phase II offerors will be required to submit technical and price proposals. The Phase II technical proposal will require Technical Solution for Bulkhead Improvements and Utilities, Technical Solution for Mitigating Operational Impacts/Interruptions, and Small Business Utilization. Price proposals will include a Base Line Item (CLIN) and Option Line Item (CLIN) price for all work. Project P777 is for the Design/Build Wharf Charlie Improvements at Naval Station, Mayport, FL. This project constructs a steel sheet pile bulkhead and tie to existing cellular diaphragm wall structure, place self-hardening flowable fill between existing and new bulkhead, new concrete cap and partial concrete encasement of sheet pile, install new foam filled fenders and provide new asphalt paving. Project will demolish existing cold iron utility structures/connections/laterals back to mains, relocate fuel, water and sanitary utility mains so they are landward of the proposed new second deck, demolish concrete pile cap and fendering face, demolish concrete and asphalt wharf deck paving, remove timber fender piling. Install area lighting fixtures on anodized aluminum standards, reconstruct concrete cold iron utility igloos, piping, and wiring (electric, potable water, sanitary, oily waste, fuel, and steam) and install sacrificial cathodic protection system for the steel sheet piling and steel underground utility piping. This project contains one option to construct an elevated second deck 83' wide with mooring hardware, vehicular access ramps, pedestrian stairways, concrete slab with beams supported by concrete columns, and deep foundations. The total estimated price range for this project is between $20,000,000 to $30,000,000 with a total design and construction schedule of 730 calendar days after contract award. The liquidated damages for this project is $14,750 per calendar day of delay. The NAICS for this procurement is 237990 with a size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from the NECO website at www.neco.navy.mil., under "Business Opportunities." Please be sure to register for NAVFAC's UIC N69450, to receive notification of amendments. Register also on the Planholders List for this project. Planholders List in a Two-Phase Solicitation may only be available during Phase I. Please ensure you print or download the Planholders List prior to the solicitation moving into Phase II. The Phase I Solicitation will be available on or about 05 March 2010. Phase I Proposals will be due on or about 06April 2010. The solicitation package will give exact dates. There will NOT be a Pre-Proposal Conference/Site Visit during Phase I.
