- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to enter into a firm fixed price contract on a sole source basis with Vectronix, Inc., 801 Sycolin Rd Ste 206, Leesburg, VA 20175-5654. The proposed procurement is for Vector 21B firmware modification and associated Interface Control Document to allow manufacturers of True North Modules (TNMs) to design their devices to efficiently interface between the Vector 21B and the Defense Advanced GPS Receiver (DAGR). Vectronix, Inc is the material developer of the Vector 21B and owns the right to the proprietary software in the systems firmware.
