Description
The National Marine Fisheries Service, National Marine Mammal Laboratory in Seattle, WA has a requirement for charter of a vessel to conduct biological studies of Steller Sea Lions in the Eastern Aleutian Islands and Gulf of Alaska. The objective of this requirement is to: conduct research on sighting branded and tagged sea lions as well as collect biological samples at as many as 100 rookeries and haul-out sites. The survey period will be approximately 15 days in length and begin or about July 15, 2010. Charter operations will commence in Kodiak, AK and conclude in Seward, AK. Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and services necessary to perform these services. The contractor will be required to provide a vessel which can accommodate a scientific party of up to four (4). The resulting contract will have a base survey period beginning on or about July 15, 2010 lasting up to 15 days. There are two (2) option periods for the resulting contract. Should option periods be exercised, charter will occur between May 15 and August 30 of that contract period. Actual charter dates will be based on mutual agreement of the contracting parties. Minimum overall vessel length required is 85 feet, with a maximum draft of 14 feet and height to bridge deck of 14 feet from waterline. Vessel must have a minimum cruising speed of 9 knots as well as a minimum vessel operating endurance of 14 days (based on an average running time of 12 hours per day at 9 knots). The procurement is set-aside for small business concerns. The NAICS code for this procurement is 532411 and the size standard is $7.0M. Any resulting contract will be awarded as a firm-fixed price contract. Solicitation documents will be made available for download on or about March 5, 2010 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. The estimated response due date is April 4, 2010; however, the actual date offers are due will be stated within the solicitation documents.
