- The Department of Homeland Security, Customs and Border Protection, Enterprise Contracting Office intends to pursue a sole source award in response to an unsolicited proposal from Sundt Construction, Inc. The Sundt Construction, Inc. proposal provides for improvement to a segment of border road utilizing the patented Mechanical Concrete. The Mechanical Concrete system integrates crushed stone particles into a solid, and claims to be rugged, economical, rapidly deployable, green, and innovative. Any proposal received should incorporate all of these elements. In this proposed improvement project, no new roads are being constructed. A one-mile portion of border access road is being improved utilizing the Mechanical Concrete improvement method. This notice serves as a tool to gauge the availability of competition for similar border access road improvement methods. Fifteen (15) days after publishing this notice, the Government intends to solicit and negotiate with only one source if competition is not available for this system of road improvement or similar approach. This proposed sole source action is in accordance with FAR 6.302-1. Any responsible sources may submit a capability statement, proposal, or quotation to demonstrate that competition would be advantageous to the Government. Currently, there is no solicitation number associated with this action. There is no set-aside associated with this action.
