Description
Concerns having the ability to furnish the services and supplies described herein are requested to give written notification, including the name and telephone number of a point of contact, to the Contract Specialist listed in the announcement. The U.S. Geological Survey,Water Resources Discipline, Denver, Colorado, has a requirement for services from Agilent Technologies for, full service and maintenance for the Agilent Technologies Model 6460A Triple Quadrupole Mass Spectrometer System ( Agilent Series 1200 Liquid Chromatograph Modules) one base year and four option years. Equipment to be covered shall be inspected by a Contractor Service Engineer and be placed in good operating condition. Contractor shall diagnose equipment failure and provide all labor,testing equipment, travel expense, parts and software revisions required to maintain the equipment in Original Equipment Manufacturer (OEM) published operating capabilities. Preventative maintenance shall be performed by the contractor according to the procedures and at the frequencies recommended by the OEM. All preventative maintenance shall be conducted by a factory authorized Contractor Services Engineer and be scheduled with the concurrence of the USGS Technical Liason. Software upgrades and revisions necessary for maintaining uninterupted operation of the triple quadrupole mass spectrometer system shall be provided and updates and revisions will be installed by a factory authorized Contractor Service Engineer after scheduling with the USGS Technical Liason. Emergency repairs and remedial service shall be provided as required within two working days of verbal notification by the USGS Technical Liason. The contractor shall provide non-emergency repair as required within three working days of verbal notification of USGS Technical Liason. Contractor Service Engineer shall have replacement parts to be on site within 24 hours. All replacement parts shall be OEM parts. No substitute parts unless specifically authorized by USGS Technical Liason at the time of the repair. Should the USGS Technical Liason and Contractor Service Engineer concur that a piece of equipment requires off-site service and this service is expected to require greater than seventy two hours the contractor will ship an equivalent piece of equipment as a loaner until equipment is serviced. Agilent shall provide full service and maintenance over the performance period of one base year and four one year options. Based on the information available at this time, the government considers the services specified as a sole source from Agilent Technologies, Wilmington, DE, and proposes to negotiate a contract with that company on the following basis. Agilent offers the unique qualification to fill the requirement of the USGS, Denver,Co, because Agilent is the only manufacturer of the equipment and is the only vendor that can provide Agilent certified technicians. This equipment has been on the market since 2008 and only the manufacturer, Agilent can provide the service, maintenance and a guarantee for replacement parts within 24 hours. However, should additional sources be identified, they will be considered. Firms who feel they can furnish the required services (based on the criteria specified herein) are invited to submit, in writing, an affirmative response to this announcement. An affirmative response would include literature brochures, and other such materials which correspond to the required services stated herein. This information will be evaluated and used to determine if competitive opportunities exist. THIS IS NOT A REQUEST FOR QUOTATION, No solicitation documents exists. Therefore, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the government's only official notice of this procurement.
