Description
Synopsis: Please note that this is NOT a request for SF330's or proposals, the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.The Illiana VA Medical Center located in Danville, Illinois. is conducting a market survey for qualified small businesses (including Service Disabled Veteran Owned, 8a, and/or Hub Zone) capable of providing the required A/E services outlined below for the Illiana VA Medical Center located in Ann Arbor MI. Applicable NAICS code is 541330 size standard $4.5 million. Responses to this notice must be submitted in writing (email or fax is acceptable) and received no later than March 4, 2010. No telephone inquires will be accepted. All responses to this notice must identify the social economic category of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number. The design completion period is 190 calendar days from receipt of the Notice to Proceed. Description of work to be performed includes: The A/E shall design a complete construction document package, ready for construction bidding, for the Expansion of the West Parking Garage at the VA Medical Center, Ann Arbor Michigan. The A/E shall include the following in the design effort: Gather initial information on the current parking garage and evaluate the structural system in place. The A/E shall determine if the existing structure can be expanded upward by two floors. Produce schematic level submission with possible alternatives. The primary objective of the project is to expand upward by two floors, the existing west parking garage. The A/E shall proceed with the alternative selected by the VA and shall instruct the VA when working budget is not reasonable. Produce construction documents for bidding after approval of schematics. Provide construction period services to include submittal review, changes and RFI review, inspection services, and final inspection services. The A/E shall include all aspects of the design from structural, architectural, mechanical, electrical, fire protection, interior design and all other aspects of the design to result in a complete and usable facility. The designer shall adhere to current codes and standards with special emphasis on the goals related to LEED and Green facility design, Plain Tree Model, and energy conservation. The A/E shall provide a narrative on these goals in relation to their design. The A/E shall provide a narrative on existing service impact and any phasing necessary to maintain existing operations during construction. Additionally, the A/E shall provide in the design, staging and construction impact on the general VA operations. Prospective SDVSOB firms are reminded that in accordance with VA Acquisition Regulation (VAAR) 852.219-10, at least 50 percent of the cost of personnel for contract performance of the contract shall be spent for employees of the SDVOSB concern or employees of other eligible service-disabled veteran-owned small business concerns. Responses to this notice must be submitted in writing (email or fax is acceptable) and received no later than March 1, 2010. No telephone inquires will be accepted. All responses to this notice must identify the social economic category (Service Disabled Veteran Owned, 8a, and/or Hub Zone) of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number. The Government is under no obligation to award a contract as a result of this sources sought announcement.
