Description
The Government is seeking professional design services from an Architect-Engineering (A/E) firm to develop working drawings and specifications for Project 646-09-125, to renovate the 1 West area of Building 1 at the UD Division for the Nuclear Medicine Department, at the VA Pittsburgh Healthcare System, University Drive Division, Pittsburgh, PA 15240.Provide Professional Architect/Engineer and healthcare planning services to include but not limited to: Site investigation - architectural, structural, mechanical including HVAC and control replacement, electrical, environmental services monitoring (asbestos monitoring and sampling), and site modifications. Contract drawings and specifications for construction. 3rd Party Cost Estimates Construction period services - review of submissions, provide recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings; A/E will respond on site within a two-hour period when requested. Provide F.T.P. site for use throughout duration of project. Site must remain open until final construction contract is complete. This site is intended for AE, VA, and contractor use. Note: due to requirements of certain construction submittals (i.e. finishes, profiles, shop drawings, etc) these must be delivered to COTR. Any hand delivered submittals must also have a backup copy on AE FTP Site. AE FTP site must be secure (password protected), user friendly for uploading and downloading of files, and organized for easy file retrieval by the VA COTR, Contracting Officer (CO), and contractors. Site must be organized with folders indicating each level of submission as outlined in this scope of work and corresponding required files. Must also submit hard copies to the VA for Design Review Drawings, Specifications, and Construction Documents. Comply with VHA Safety & Fire Protection Program to have drawings submittals reviewed by VA at 50% and 100% submissions. Review based on VA standards, codes and regulations. Comply with VA Green Energy Management System (GEMS) program as per specifications: 017419 and 010110. Infection Control Risk Assessment. Project scheduling and phasing. GENERAL: Develop preliminary drawings, working drawings, and specifications to renovate the 1 West area of Building 1 at the UD Division of VAPHS for Nuclear Medicine Department. This area will be the new location for Nuclear Medicine, currently located on 10th floor of Building 1, at the UD Division of VAPHS This work includes but is not limited to mechanical, electrical, plumbing, structural, equipment installation, audio visual, and architectural. SPECIFICS: The project will relocate Nuclear Medicine from the 10th Floor to 1st Floor, adjacent to the Radiology Department. Specifically: The project involves architectural and engineering services required to renovate approximately 13,600 square feet (+/- 10%) of the existing office and clinical space into nuclear medicine department, including but not limited to the following: Maximizing the number of rooms and support space (including storage areas) in the west wing for Nuclear Medicine Department, currently located on UD Building 1, 10th floor. Also include patient/gurney holding area for Radiation department. Evaluation and design required for Pet Scanner/CT room as part of the new Nuclear Medicine Department. The current Pet Scanner/CT is located in rooms BW220, BW221, BW222, BW225, BW226, BW227, and BW230. Pet Scanner may be relocated from current location or a new Pet Scanner will be purchased. Field verification of existing space and existing utilities servicing the renovated space. Design and V.P.I.H. Services for asbestos abatement of the renovated space including the monitoring of abatement activities, air sampling, and final TEM clearances of containment areas. Evaluation and design for replacement of the existing HVAC mechanical and ventilation system servicing the renovated space including the removal of fan coil units and replace with VAV units. Evaluation and design modifications to the existing electrical distribution system servicing the renovated space to provide sufficient power to all new lighting and equipment in the area. Evaluation and design modifications to the existing plumbing system servicing the renovated space to provide sufficient water supply and drain lines to all new plumbing fixtures and equipment in the area. Evaluation and design modifications for all nuclear Medicine Equipment and Support Services. This included potential new nuclear medicine equipment and all shielding design, specifications, and requirements. Evaluation and design modifications for providing waiting area for adjacent Radiology Department. Evaluation and design modifications for providing UPS Room with independent cooling to support backup for all current and new Nuclear Med equipment, including locations for equipment in basement of Building 1, Rooms: BW220, BW221, BW252, BW243, BW254, BW257, AND BW258. Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors and wall surfaces. Evaluation and design modifications for additional Conference Room similar in size to existing (capacity of 49 occupants) Conference Room, Building 1, Room 1W104. Room shall include full Audio Visual capabilities. Renovate existing Conference Room 1W104 to included full Audio Video Conferencing, new finishes (ceiling, lighting, flooring, wall covering, casework, lectern, and doors). Evaluation and design modifications to address expansion of footprint of Nuclear Medicine Area to include roof area adjacent to Conference Room Number 1W104. Evaluation and design modifications for additional entrance location on rear parking Lot #7 as indicated on Attachment B. Reference Attachment C which reflects the proposed site plan. Evaluation and design modifications for providing employee admittance from exterior Lot 7, (Stairwell # 5) into west wing of building without access through Nuclear Medicine Department. This access must also include the occupants in rooms 1W140, 1W138, 1W138c, 1W142, 1W143, 1W144, and 1W145. Recommend bid alternatives as necessary to meet the budget limitations. Construction will need to be addressed in multiple phases to allow hospital operations to continue during construction. The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at the University Drive Division. All designs will be in compliance with space criteria as referenced in VA Handbook 7610. Construction will be addressed in phases to allow operations to continue during construction to the extent possible. Phasing will be determined during the 50% design review. Phasing must work within budget and allow the VA to continue operations at minimal interference. A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.cfm.va.gov/TIL/ A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and PG18-9 Space Planning Criteria, and PG-18-12 Design Guides. The A/E will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting the project. A/E shall field verify every aspect that relates to the project, coordinate visits with the Project Manager. A/E must be proficient in the use of Auto Cad 2007 and have access to Microsoft Word 2000. Estimated cost of construction is between $2,000,000 and $5,000,000, with the government expecting the cost to be at the lower end of this range. Those interested firms who are registered as Service Disabled Veteran Owned Small Businesses, shall submit three (3) copies of current SF 330 to the attention of Ronald Mazzei, Contracting Officer 90C-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. The NAICS Code is 541330 with the small business size standard of $4.5 million annual average gross revenue. Due date for the SF330's is March 22, 2010 at 1PM. This is not a request for proposal.
