Description
The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Division of Epidemiology, Statistics and Prevention Research (DESPR) has a requirement for experimental research on the effects of teenage passengers on driving performance among teenagers. The purpose of this initiative is to examine peer influences on teenage driving behavior. If selected for this requirement, the Contractor will conduct research to determine the influence of the following factors on the relationship between teenage passengers and teenage driving performance: (1) teenage passenger characteristics; (2) teenage driver characteristics; (3) teenage driver perceived social norms; and (4) teenage driver impairment. The research will involve the following essential activities: (1) objective assessment of driving performance in a simulator or instrumented (usually with accelerometer, GPS, lane tracker, and often with cameras), vehicle on test track or open road; (2) assess variability in driving performance within normal samples of licensed teenage drivers under variable driving conditions; (3) conduct pilot work; (4) calculate sample size and power based on pilot work; (5) utilize randomized research designs; (6) recruit subjects and obtain informed consent; (7) obtain Institutional Review Board approval for ethical research; and (8) rapidly provide preliminary analyses of data. The contract for this effort will include a base period, an option to study the effects of distraction and impairment in high-risk youth, and an option for replication, verification and translation of findings obtained in previous studies conducted as part of this acquisition. As a result of this announcement the NICHD anticipates awarding a single cost reimbursement completion type contract with one or more options for four years beginning on or about September 30, 2010. The NICHD anticipates the Request for Proposals (RFP) for this study will be available through the Federal Business Opportunities website (https://www.fbo.gov/) on or about March 1, 2010. This acquisition has been designated as a full and open competition under North American Industry Classification System (NAICS) code is 541720 with a size standard of 500 employees. Any responsible offeror may submit a proposal that will be considered by the Government. This notice does not commit the Government to award of a contract. No collect calls or facsimile transmissions will be accepted.
