Description
Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic,Charleston, SC intends to award a sole source contract in the estimated amount of $25 Million to L-3 Communications Klein Associates, Inc. (L-3) for modernization and upgrade of two (2) key commercial-off-the-shelf systems (Integrated Bridge System (IBS) and Global Maritime Distress Safety System (GMDSS). The existing IBS is a Raytheon produced/supported equipment system. L-3 is Raytheons North American Representative for the sale, maintenance, and technical support of this equipment. The GMDSS is a Thrane & Thrane equipment system. L-3 is an authorized retailer and service provider for Thrane & Thrane GMDSS equipment. L-3 executed the initial installation of the IBS and GMDSS equipment. The Modernization and upgrades for the IBS and GMDSS includes: Upgrade the X and S Band radars. Upgrade existing MK II Pathfinder radar antenna arrays to NSC series antenna arrays. Upgrade the Electronic Chart Display Information System (ECDIS) Upgrade existing MK II Pathfinder ECDIS consoles to NSC series consoles. Upgrade the NautoConning System. Upgrade existing NautoConning five bay computer. Upgrade the Rudder Angle Indicator and Feedback System. Upgrade existing analogue RAI System with digital and integrated RAI System. Upgrade the Global Marine Distress Safety System (GMDSS) Area 3 compliant. Upgrade existing GMDSS components to a full Sea Area A3 compliant System. Upgrade the Global Positioning System (GPS) and integrate a military DAGR GPS with the COTS systems. Upgrade existing GPS from a two signal output to an eight signal output receiver to allow full system integration. Upgrade the Uninterruptable Power Supply System (UPS). Upgrade existing components to be consistent with the current system configuration with current and UPS technology. Upgrade 24 Volt Power System. Upgrade existing components to be consistent with the current system configuration and 24V Power technology. A performance based, cost-plus-fixed-fee, indefinite-delivery indefinite-quantity type contract is anticipated. The period of performance is expected to be a base year and four one-year options. The applicable North American Industry Classification System (NAICS) code is 811213 and the size standard is $7 million. This announcement is not a request for competitive proposals.
