- THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESS CONCERNS ONLY RFI# DTMC75-10-I-00001. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or resultants will be issued to the respondents. The Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) is seeking a Small Business Concern for Contractor support services for the Skill Performance Evaluation (SPE) Certification Program Course. This course provides the requirements necessary for State and FMCSA employees to be trained to become State/Federal SPE Certification Specialists who prepare, administer, and score the SPE for Commercial Motor Vehicle (CMV) driver certification (See Part 391.49 of the Federal Motor Carrier Safety Regulations - posted at www.FMCSA.dot.gov). The scope of the work required under this requirement is to conduct the Mock SPE non-driving, off-road and over-the-road tests that are part of the SPE course. Course material will be supplied by DOT, FMCSA, National Training Center (NTC). Prospective contractor will provide: (1) A minimum of four truck-tractors and four semi-trailers and six safe CMV drivers skilled in handicapped driver simulation exercises for a total of three days and (2) Knowledge of terrain and environment required to adequately access handicapped driver capabilities and the ability to plot out physical courses of test driving - offering a sufficient level of safety to the course participants and the general public. Date, time and location of training will be provided by the National Training Center (NTC) after award. Respondents to this notice must indicate whether they qualify as a Small Business Concern under NAICS Code 611519. The proposed period of performance for the acquisition will be for a base period and four one-year option periods. Interested Small Business Concerns are invited to identify their interest and technical capability to respond to the requirement within 5 working days. Responses are due by 2:00 P.M. EST on February 25, 2010. Your response is limited to three pages in MS Word format. Brochures are not sufficient documentation for demonstration of capabilities. Responses will not be returned. This notice is not a request for competitive proposals and will not result in a contract. You may email your responses to: ann.holmes@dot.gov.
