- This will be a COMPETITIVE 8(a) procurement. Only Louisiana 8(a) firms serviced by the Louisiana SBA District office or only those 8(a) participants with bona fide places of business within the established geographic boundary are eligible to submit proposals. If there is a question concerning firm eligibility or bona fide place of business rule, contact SBA LA District Officer 504-589-6885. This notice is released to announce a U.S. Army Corps of Engineers District, New Orleans, Hurricane Protection Office (HPO) requirement for the following requirement: the project will apply general storm proofing measures at the following structures: Carrollton Water Plant Power Complex, Old River Intake Station, and New River Intake Station; Orleans Parish, LA. These storm proofing measures include but are not limited to, the following: frame, roof and wall reinforcement; roof replacement; strengthening of louvers, doors, windows, shutters and ventilation systems, and miscellaneous electrical and mechanical equipment storm proofing. Additionally, it is emphasized that potential offerors should note the specialized nature of the historic masonry restoration and reinforcement technology required for this project. This solicitation is set aside 100% for 8(a) concerns. The North American Industry Classification System (NAICS) Code applicable is 237990 and the Size Standard for Small Business is $33.5M. The estimated range of construction is between $10M and $25M. The Request for Proposal (RFP) is for a firm-fixed price contract to be competed under solicitation W912P8-10-R-0035. The RFP and all information pertaining to this acquisition will be made available electronically through the Federal Business Opportunities electronic posting system web link at http://www.fedbizopps.gov. It is and will continue to be all potential offerors responsibility to monitor the fedbiz website for any amendments, updates, bidders, library, responses to questions and answers as the government will not be maintaining a mailing list. It is incumbent upon all potential offerors to download from the Fedbizopps website. Point of Contact (POC) is Mr. Jerry Reyes at Jerry.C.Reyes@usace.army.mil, phone number 504-862-1479. No phone call request will be accepted. The anticipated solicitation release date is on or about 12 March 2010 with a proposal due date 13 April 2010. NOTE: Offerors must be registered with the Central Contractor Registration. The CCR is required by Federal Regulations (See FAR 52.204-7004), therefore you must be CCR registered to be awarded this project and payment from any DOD activity. Information on registration may be obtained by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Registration requires applicants to have a DUNS number from Dun & Bradstreet. Recommend registering immediately in order to be eligible for timely award.
