Description
Description(s): THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) of 2009; interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bidder. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-82B1-S-10-0208 on or about March 12 for the RECOVERY Lookout Lighting Project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after March 12, 2010 to obtain a copy of the solicitation. All future information about this acquisition will be distributed solely through this website. This notice meets the requirements of FAR 5.201; however, the Forest Service reserves the right not to release a solicitation. RECOVERY Lookout Lightning Protection Project. This contract involves the complete replacement of the lightning protection systems at three mountain top structures. Northwest Peak Lookout and Meadow Peak Lookout are base bid items, while the work items for Stahl Peak Lookout are additive bid items. The additive items will be awarded if funding is available. The areas around the lookouts are very rocky. PROJECT LOCATION: The project is located at Northwest Peak on the Three Rivers Ranger District, Meadow Peak on the Libby Ranger District and Stahl Peak on the Rexford Ranger District. All work under this contract takes place in Montana on the Kootenai National Forest. Northwest Peak and Stahl Peak are in Lincoln County while Meadow Peak is in Flathead County. Vehicle access is available to Meadow Peak. There is no vehicle access to Northwest Peak and Stahl Peak. Northwest Peak Lookout (elevation 7705’): From Troy, MT travel west on US HWY 2 for 10.4 miles. Turn right on MT HWY 508 (Yaak Hwy). Continue for 26.5 miles to the jct. with NFSR 338. Turn left on NFSR 338 (Pete Creek road). Stay on 338 for 19.7 miles to the trailhead of trail number 169, Northwest Peak Trail. The trail is a moderately difficult hike of 2 miles, gaining 1,500' in elevation. Meadow Peak Lookout (elevation 6709’): (SW1/4, Sec. 20, T27N, R26W) Travel south and east from Libby, MT on US HWY 2 for approx. 48 miles, then north on NFSR 511 for approx. 8 miles. The road is steep and narrow with a rough and rocky running surface. Stahl Peak Lookout (elevation 7435’): From Eureka, MT travel southeast on US HWY 93 for 8.5 miles. Turn left on Grave Creek road (county road) and continue for approx. 3 miles. Stay left on to NFSR 114. Travel on 114 for 7.2 miles to the junction with NFSR 7021. Turn left and follow 7021 for 0.7 miles to junction with NFSR 7022. Turn right onto 7022 and continue for 2.8 miles to the trailhead for Stahl Peak. The trail is approx. 4 miles, gaining 2,400’ in elevation. There is no pre-bid/pre-conference scheduled for this effort. The project cost estimate is between $25,000 and $100,000. Performance and payment bonds will be required per the Miller Act and Davis Bacon wage rates will apply. All responsible Small Business sources may submit a bid which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
