Description
Draft version of SOW, for which comments are sought. In accordance with FAR 5.205(c) and FAR 15.201(e), The Food and Drug Administration-National Center for Toxicological Research (NCTR) is issuing a Request for Information (RFI). The RFI pertains to SCIENTIFIC COMPUTING AND INFORMATION TECHNOLOGY SERVICES to be performed at the National Center of Toxicological Research Center in Jefferson, Arkansas. Request for Information SCIENTIFIC COMPUTING AND INFORMATION TECHNOLOGY SERVICES In accordance with FAR 5.205(c) and FAR 15.201(e), The Food and Drug Administration-National Center for Toxicological Research (NCTR) is issuing a Request for Information (RFI). The Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to this notice are not an offers and cannot be accepted by the Government to form a binding contract. There is no required format in which responses to the RFIs should be submitted. The purpose of this RFI is for the Government to obtain information related to the following three points: 1)How many capable qualified businesses are there that could perform the requisite services as described in the Statement of Work? Does the work lend itself to be performed by small businesses, including 8(a) contractors? 2)Are there capable Contractors that already have existing contract vehicles in place that could be used to perform the services as described and in the quantities as described in the SOW? 3)Comments, Concerns, Suggestions related to the attached SOW. Specifically, after reviewing the SOW how difficult/easy is it to quantify the level of effort required? How comfortable would your firm be in providing a firm fixed price for the services as described in the SOW? If any, which tasks if any would be comfortable with submitting a FFP for, which ones would it be difficult/impossible? Interested parties may submit as much or as little information relating to the three aforementioned points as desired. Comments should be submitted to the Contracting Officer, Mr. Aaron A. Glazier at aaron.glazier@fda.hhs.gov. The information should be submitted no later than 5 March, 2010. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Responses to this announcement will not be returned, nor there any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and FDA, OAGS may contact one or more respondents for clarifications and to enhance the Government’s understanding. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses. NOTE: THIS IS NOT A REQUEST FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED SOLELY ON THE BASIS OF THE RESPONSE HERETO, OR ON FOLLOW-UP INFORMATION SUBSEQUENTLY SOUGHT. NO REIMBURSEMENT FOR ANY COSTS ASSOCIATED WITH PROVIDING THIS INFORMATION WILL BE MADE. THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ULTIMATELY ISSUE AN IFB, RFP, RFQ, OR CONTRACT. NOT SUBMITTING A RESPONSE TO THIS RFI WILL NOT EXCLUDE INTERESTED PARTIES FROM CONSIDERATION SHOULD A SUBSEQUENT IFB, RFP, RFP, SOLICITATION BE ISSUED.
