Description
The United States Army, Joint Munitions & Lethality Contracting Center located at Picatinny Arsenal, NJ 07806 intends to solicit, negotiate, and award on a sole-source basis to Parametric Technology Corporation (PTC) 140 Kendrick Street, Needham, MA 02494 in accordance with FAR 6.302-1. The Government has a requirement for software license maintenance support for Pro/Engineer, Intralink, and Windchill PDM Link. The contractor shall provide annual maintenance updates for custom configured, previously procured, and installed user licenses that are currently in place within the ARDEC community. The primary location for the performance of work under this contract will be at the contractors site. Applicable FSC is D314, NAICS is 511210. The period of performance is one (1) 12 month base year and two (2) 12 month option years. The type of contract contemplated is a sole source, firm fixed price purchase order to PTC, Corporation. Pro/Engineer, Intralink, and Windchill PDM Link are highly specialized, proprietary software, which were created and are currently maintained by PTC. Only PTC can provide the required software licenses and full service support necessary to use these products. Since PTC is the only company who can provide the necessary support to their software, awarding to another contractor would require changing the actual software ARDEC now uses. This would result in a substantial duplication of costs to the Government that is not expected to be recovered through competition. Utilizing another vendor would result in disruption or stoppage of maintenance support; require extensive training for the Government on the new software, and increase system development, recovery and sustainment costs as well as the loss of valuable time. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
