Description
The USPFO, Idaho is soliciting sealed bids for the construction of a Combined Arms Collective Training Facility to consist of the following: Building 04 - Service Station, Building 5- Police Station, Building 06- Municipal, Building 07a, 07b, and 07I,- Residences, Building 08-Hotel, Building 12 a business, Building 12c- Business, Building 14- Opd/Storage, Building 15 Covered Mess, Building 16 Combined AAR/ROC (all building are approximately 3100 Square Feet), work includes but is not limited to construction of roads, parking lot, electrical service and incidental related work. Also included will be six (6) each Options for a one story residential buildings. They are approximately 3100 Square Feet each. Project is located in the vicinity of the Orchard Townsite approximately 16 miles South East of Gowen Field, Boise Air Terminal, Boise Idaho. Project 160120. Competition for this procurement is limited to eligible 8(a) firms located within Region 10 (the states of Idaho, Washington, Oregon, and Alaska) and 8(a) participants in good standing serviced by a SBA Office outside of these states, but having a Bona fide branch office within the geographical boundaries of these states. Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where and 8(a) participant regularly maintains and office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or temporary construction sites. All other 8(a) BD Participants are deemed ineligible to submit offers. Joint Venture Agreements Joint Venture Agreements are allowable on a competitive 8(a) set-asides and must be received by SBA prior to cost proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any correction and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AN/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF COST PROPOSAL/BID. FSC Code Y199, SIC Code 1542, NAICS code is 236210. Size standard is $33.5M average annual receipts over the last three fiscal years. Estimated cost range is $10,000,000 to $25,000,000. A Firm Fixed Price contract will be awarded from the solicitation. The selection process will be conducted in accordance with FAR Part 14 Sealed Bidding. It is anticipated that the solicitation will be released on or about 8 March 2010 bids will be due on or about 8 April 2010 to the Idaho National Guard, USPFO Contracting Office, 3489 W Harvard Street, Boise, Idaho 83705-6512. A Pre-bid conference and site visit will be scheduled after release of the solicitation. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and should register in accordance with the specifications to be provided in the solicitation, prior to attending for clearance to the facility. Registration is required in order to download. This announcement serves as the advance notice for this project. Amendments will be available from the FedBizOps website by download only. This will normally be the only method of distributing amendments; therefore, it is the bidders responsibility to check the web site periodically for any amendments to this solicitation.
