- FOR THOSE INTERESTED IN THE SYNOPSIS OF THIS REQUIREMENT PLEASE SEARCH FOR SOLICITATION NUMBER: GS-03P-10-CD-D-0031 PREVIOUSLY POSTED: Sources Sought for GSA to provide LEASE ADMINISTRATION (LA) and FEDEAL CLIENT BILLING RECORD (CBR) MANAGEMENT SERVICES IN SUPPORT OF THE GENERAL SERVICES ADMINISTRATION (GSA), MID ATLANTIC REGION, PUBLIC BUILDING SERVICE (PBS), REAL ESTATE ACQUISITION DIVISION. THIS IS NOT A NOTICE OF RFP ISSUANCE. THE SOLICITATION IS NOT AVAILABLE AT THIS TIME. The purpose of this Sources Sought is for information and planning purposes only. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. This Sources Sought (SS) is a market research tool being used to make appropriate acquisition decisions for the above referenced project. This SS will help to identify potential sources that may be interested in and capable of providing the services described herein. Therefore, all potential offerors, both LARGE and SMALL business are encouraged to respond. The Government is not obligated to and will NOT pay for any information received from potential sources as a result of this synopsis. Responses are due BY 4:00 PM Eastern Standard Time (EST) MONDAY August 105, 2009. After review of the responses to this announcement, the Government will proceed with the acquisition, a formal synopsis and subsequent solicitation announcement will be published. The Governments intent is to solicit a Firm Fixed Price, Best Value Procurement. PROJECT DESCRIPTION: - SOURCES ARE SOUGHT FOR the follow-on to an existing contract currently being performed successfully On-Site at the United States General Services Administration (GSA), Regional Office Building for Lease Administration and Federal Client Billing Record Management Services in support of the GSA, PBS, Real Estate Acquisition Division. The office is located in downtown Philadelphia, 20 North 8th Street, Phila., PA. The Contractor shall be required to provide all management, supervision, labor and equipment to plan, schedule, coordinate and assure effective performance of the following types of tasks: LEASE ADMINISTRATION SERVICES: Tasks include Performing Annual Operating Cost Escalations, Real Estate Tax Escalations, Change of Ownership requests, Change of Address’, Preparing Statements of Lease & Estoppels, Performing rental histories and analysis to resolve questions, concerns or discrepancies that are identified, Monitoring Expiring Leases and initiating the lease expiration process. The Contractor will also be responsible for scanning documentation, reviewing paper Lease Files and the internal GSA electronic STAR System database to verify Data, as use the LA Team File Database to manage and track various types of files which are kept in a secured Centralized File Room. This includes pulling (paper) files, as requested and re-filing files when returned and generating Bar Code labels for files as necessary. FEDERAL CENTRAL BILLING RECORD (CBR) MANAGEMENT SERVICES Tasks include monitoring and reporting expiration dates, process actions to reset expiration dates. This process requires the contractor to obtain and verify data, follow up with Clients, document customer contacts, perform data entry into various computer systems, as well as perform document scanning and Quality Assurance to assist the PBS Realty Specialists. The contract employees will have ongoing personal contact with Lessors, Local Taxing Authorities, Realty Specialists, Contracting Officers, Transaction Managers, Property Managers, Regional Legal Council, Data Mangers, Budget Analysts, & the GSA Finance Division to obtain information and resolve problems. The normal operating hours for these on-site services are Monday through Friday (excluding the Federal Holidays), from 7:00 AM to 6:00 PM and constant coverage of the File Room from 8:00 AM through 5:00 PM. The Government is contemplating a period of performance for this contract of one (1) year, with four (4) one (1) year options, exercised at the discretion of the Government extending the period of performance. The applicable North American Industry Classification System (NAICS) is 541611 ADMINISTRATIVE MANAGEMENT AND GENERAL MANAGEMENT CONSULTING SERVICES. The estimated cost of this project for all five years is between $1,500,000.00 and 2,500,000.00. Please Note: Security Clearance Requirements. All employees provided by the offeror to perform under this contract shall comply with GSA and Department of Homeland Security (DHS) security policies and controls, including the ability to obtain a National Agency Check and Inquiry (NACI) Security Clearance. Responses to this source sought shall provide information that indicates the contractor has the experience to perform the work described above. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
