- RECOVERY PRE-SOLICTATION NOTICE FOR THE CONSTRUCTION OF A SOLAR AND/OR WIND POWERED WATER TREATMENT SYSTEM. THIS PROJECT IS FUNDED FROM THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. THIS PROJECT IS 100% SET ASIDE FOR SMALL BUSINESSES. Competition is limited to small business concerns. The Bureau of Land Management, New Mexico State Office, intends to issue a Request for Quote (RFQ) to award a single, firm fixed-price contract to an eligible small business concern for a solar and/or wind powered water treatment system under NAICS 237130 with a size standard of $33.5. The works consists of the design and construction of a UV and filter water treatment system with potable water storage powered from a solar and/or wind electricity generating source. The project site is located on the McGregor Range south of Alamogordo, New Mexico in Otero County. The estimated period of performance is 60 calendar days from issuance of Notice to Proceed. The estimated price range is between $25,000 and $100,000. In accordance with FAR 28.102-1, a 100% Payment Bond is required for contracts greater than $30,000 prior to issuance of Notice to Proceed. The solicitation will be issued on or about March 5, 2010 and will only be available electronically at www.FedConnect.net. Paper copies are no longer available. The awarded small business contractor is subject to Section 1512(c) of the ARRA which requires each contractor to report on it use of ARRA funds under the awarded contract.
