Description
Tres Rios Environmental Restoration Project-Phase II, In-Plant Secondary Effluent Pump Station (IPSEPS), Maricopa County, AZ. Construction of a 460 MGD (Million gallons per day) In-plant Secondary Effluent Pump Station. Related key elements of this IPSEPS include: approach channels, wet well, appurtenances, 84 dia force mains (piping systems) with associated valves, motors, meters, connection of pump station automatic control system to existing plant distributed control system (DCS), and ventilation system. In addition, construction of operations and maintenance roads and access ramps and installation of four-wire right-of-way fence and gates, removal and disposal of debris and incidentals shall be done for the project. Earthwork consists of excavation, compacted fill and disposal excess of unsuitable excavated material to optional disposal sites. Concrete compacted fill and disposal of excess of unsuitable excavated material to optional disposal sites. Concrete work consists of construction of wet well, basins and flow structures. Note: This project was authorized for construction under the American Recovery and Reinvestment Act (ARRA) of 2009. THIS IS A 100% UNRESTRICTED, DESIGN-BID-BUILD, INVITATION FOR BID (IFB) WITH HUBZONE PREFERENCE. The North American Industry Classification System (NAICS) code is 237990, Commercial and Institutional Building Construction, $33,500,000.00 average annual gross revenue for the last three (3) fiscal years. Estimated cost range of the project is Between $25,000,000 and $100,000,000. The solicitation will be made available on or about March 5, 2010. All Bids will be due on/or about April 6, 2010 at 1:00 P.M. PST. All interested contracts are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extend with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. If the awarded offeror is a large business, they will be required to submit a Sub-Contracting Plan. The Los Angeles District Sub-contracting goals are as follows: 70% with small business, 6.2% with small disadvantaged business, 7.0% with woman owned small business, 9.8% with Hub-Zone small business, 3.0% Veteran Owned, 3% Service-disabled veteran owned small business. This is to notify all potential offerors: Solicitation No. W912PL-10-B-0009 and all amendments for this acquisition will be posted on FedBizOpps (FBO) (www.fbo.gov). THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND All AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY). No additional media (CD Roms, Floppy Disks, Faxes, or Paper) will be provided unless the Government determines that it is necessary.
