TAS::14 1041::TAS RECOVERY GWMP PMIS # 150123, Rehabilitate Arlington House, Outbuildings & GroundsThis opportunity is available only to certified 8(a) small business entities located within Region III of the Small Business Administration 8(a) program. General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. Not other notifications will be sent.Proposed Solicitation issue date is March 5, 2010.Project Title: Rehabilitate Arlington House, Outbuildings & GroundsThe work of this construction project will include relocation of fire protection, mechanical (Boiler) and electrical equipment from the existing Comfort Station to the new underground Mechanical structure (Bunker), demolition of the existing Comfort Station and mechanical basement, fire protection for Arlington House and North Slave Quarters, construction of the new Mechanical structure (Bunker), plus the rehabilitation of the North Slave Quarters, and architectural conservation, new climate management and electrical systems for Arlington House, and the North Slave Quarters, extension of underground mechanical, electrical and plumbing (MEP) from the new manhole in Work Yard to new Bunker, associated underground utilities, and construct a one-story, 1,000 square foot comfort station with a hipped roof with half-round dormers including sustainability factors such as day-lighting of the interior and passive natural ventilation. The construction site is located at Arlington House in Arlington National Cemetery, a part of George Washington Memorial Parkway, Arlington Virginia. The Arlington House and North Slave Quarters will be closed to the public during construction activities in those structures. Access for Government administrative staff and other official business will be maintained throughout the period of construction.Type of Procurement: An 8(a) competitive set-aside, negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a business/price proposal. A best value, trade-off process will be used for selection of the successful offer considering technical, past performance and price evaluation factors.Estimated Price Range: $2,000,000 to $3,000,000Time for completion: 356 calendar daysProposal receipt date is approximate and the actual date and time will be specified in the solicitation document.All 8(a) certified firms located in Region III may submit an offer that will be considered.All questions should be submitted in writing to both Scott_Rydwell@contractor.nps.gov and to Margaret_Lemke@nps.gov
