Description

RECOVERY - THIS IS A PROJECT UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT. This is a pre-solicitation notice for a contractor to provide all labor, materials, tools, equipment, transportation, and supervision necessary to Resurface the Spruce Mill Trial within Fort Vancouver National Historic Site, in accordance with the solicitation scope of work. The work of this contract consists of the general construction of the Spruce Mill Trail, approximately 10 feet wide by 2,300 feet long. The scope includes: minor blading, shaping, leveling, and compacting of existing gravel subgrade; and furnishing, placing, and compacting construction grade aggregates and resin mix surfacing course; and furnishing and applying a compatible fog seal. The NAICS code is 237310. The small business size standard is $33,500,000. The estimated price range for this project is between $100,000 and $250,000. This project is being solicited and awarded in accordance with 15 U.S.C. 631, the Historically Underutilized Business Zone (HUBZone) Act of 1997, and is only open to qualified HUBZone small business concerns. The solicitation with specifications, drawings, and wage rates will be posted to the websites http:///www.fbo.gov and http://ideasec.nbc.gov on or about March 9, 2010 with a response date 30 days thereafter. A pre-proposal conference/site visit will be held at the time and place specified in the solicitation. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price. To receive the solicitation package, you must download it from http://ideasec.nbc.gov. No hardcopies will be mailed or faxed. Any questions must be in writing and emailed to Phaedra_Fuller@NPS.gov or faxed to 360-565-3018. Interested parties are urged to check for amendments.
