- If a vendor would like to submit a proposal using a spray method we would consider it provided they submit and get approval for an overspray mitigation plan to protect the inside of the hangar. All parts of the airplane that are contained inside of Bldg 4 could be considered for spraying. The tail would pose a challenge as it extends outside the building. Again, IF a vendor wanted to spray that they would have to submit and get approval for an overspray mitigation plan to protect the building and other items in the area. Paint: Again our desire is to maintain as much historical accuracy for the paint scheme as possible. Having said that, if a vendor would like to apply a flat paint and then apply a flat clear coat that would be acceptable provided they meet the color codes for the paint scheme and similar UV protection to that of a polyurethane paint. Note changes to SOW in Red, Questions and Answers, Changes to Slides, TO data for C130. ***Contractors may submit a quote to roll and brush paint or spray or a proposal for both methods. If a Contractor decides to spray, the Contractor must submit and get approval for an overspray mitigation plan to protect the building and other items in the area.
