- The United States Marine Corps has a requirement for procurement and delivery of approximately of 109 Wheel Tractor-Scraper (hence forth known as the Scraper) to improve the effectiveness of earthmoving operations, with warranties, logistics support, technical manuals, training aids, and operator/maintainer training on an unrestricted basis. The U.S. Army has an estimated requirement for approximately 812 Scrapers. This effort will be pursued as a Part 15-Contracting by Negotiation purchase, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract (5 year base and 5 option years) pursuant to Federal Acquisition Regulation (FAR) 2.1. Contracting by Negotiating Items, as set forth at FAR 15.203, will be applied throughout the process. Additionally, the contractor shall provide the requisite program management and logistics support to ensure that delivery schedules, performance requirements, and worldwide supportability of the Scraper is accomplished as set forth in the contract. The Scraper program has been initiated to produce and deploy a commercial type Scraper that will fulfill the requirements set forth in the purchase description. The Scraper will have an open bowl, minimum 14 loose cubic yards (LCY) struck capacity when measured in accordance with ISO 6484, is pneumatic-tired, 2-axle, single diesel-powered, articulated frame-steer Scraper. The Scraper will include minor military modifications such as a standard military rifle mount. The Scraper will have an armoring capability. The Scraper shall be equipped with a Roll Over Protective Structure (ROPS) and a Falling Object Protective Structure (FOPS). The Scraper is a diesel powered, wheeled Scraper weighing 70,000 - 75,000 pounds. It supports missions requiring steep grades, high rolling resistance, earthmoving operations and is used for cutting, scraping, self loading, hauling, dumping, and spreading of earth during earthmoving operations.The Scraper must have the capability to be push loaded with the T-9 and Medium Crawler Tractor (MCT) sized dozer in the Army and Marine Corps inventory respectively. The Scraper must meet the following criteria:.Commercial two-axle design.Conventional open bowl.A single diesel engine.Have a rated minimum struck capacity of 14 cubic yards.Equipped with torque converter, power shift transmission, power steering, power brakes, and parking brakes.Utilize standard military fuels, oils and lubricants.Equipped with tie down and lifting attachments.Transportable by highway with special permit in Continental United States (CONUS).Transportable by standard gauge railroad.Transportable by ocean going ships with any necessary disassembly and assembly capable of being perform within time limits to be specified by the user.Conform to all applicable federal law and regulations governing air pollution, roll over protection, and other health and safety requirements The diesel engine shall also be capable of operating on JP-8. It must be capable of operating over uneven and unprepared surfaces (rough terrain) to include sand, snow, and mud. Military Unique Requirements:Other military unique requirements include the following: 24 volt starting capability, to include a North Atlantic Treaty Organization (NATO) slave receptacle; be equipped with an M16A1 and M16A2 with and without M203 grenade launcher, M249, M240B or M4 with optics rifle mounting rack inside the cab; lifting and tie-down provisions meeting Military Standard (MIL-STD)-209; equipped with blackout lights; Arctic and Armor kits. All external surfaces of the machine suitable for painting, except those that reach a temperature of 400 degrees F, shall be cleaned, treated and CARC painted IAW MIL-DTL-53072 using MIL-DTL-53039 or MIL-DTL-64159. The vendor is to provide worldwide customer service capabilities including Pacific rim locations such as Australia, Korea, and Japan and a standard commercial warranty and in addition, options for 60 months or 2,500 hours (Marine Corps only).
