NSN: 4810-00-682-5374 TP.OEM Code: 72914. PN: DYLZ3991-3.Description: Butterfly Valve. This is a dual action valve that controls air flow within the ECS system. Dimensions are approximately 5.13 inches long by 9.56 inches wide by 8.44 inches high. Approximate weight is 6.8 lbs. Contains steel, aluminum, rubber and other materials.Quantity: 4 Each.Destination: Foreign Military Sales, DAR004.Delivery Schedule: 4 each on or before 31 MAR 2011.QR: Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation.All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.One or more of the items under this acquisition is subject to Free Trade Agreements.An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 734-8253. DO NOT CALL THIS NUMBER FOR SOLICITATION REQUESTS.Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.Electronic procedure will be used for this solicitation. Request for Written Quotation/Proposal will be issued. Only written or faxed requests received directly from the requestors are acceptable. The anticipated award date will be 60 to 90 days after the issuance of this notice.This is a sole source requirement to GE Aviation Systems LLC (Cage Code 05624) for New Manufactured Material. Due to the complexity and criticality of this part, only actual manufacturers that have completed all testing required by the original company responsible for the design, or manufacturers that have successfully completed all testing on items determined by the government to be similar in complexity and criticality, can be considered approved sources for this item.
