Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with Hi-Q Environmental Products Co., 7386 Trade Street, San Diego, CA 92121 for High Efficiency Particulate Inlet for Portable Sampling Unit (PSU) Series Air Samplers and Filter holder for PSU 2-H and PSU 3A-H Series outdoor mobile cart air sampler. The associated North American Industry Classification System (NAICS) code is 334516 which has a annual size standard of 500 employees. Offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov, in order to be considered for award. The Government contemplates an award of a Firm Fixed Priced contract resulting from this solicitation. EPA believes Hi-Q Environmental is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any source(s) exists and, therefore, no RFP is available. This requirement is for Portable Sampling Unit (PSU) and related accessory items for the PSU which are used to monitor for biological agent sensing. The following items are required: 234 each, High Efficiency Particulate Inlet for PSUS amp; 1,155 ea, Filter Holder for PSU-2-H & PSU-3A-H. The FAR certifications and any subsequent amendments will be available via the web@ http://www.epa.gov/oam/rtp_cmd only. Hard copies will not be available. It will be your responsibility to frequently check the same site where the notice is posted for any amendments. The intent of this synopsis is to determine if other sources exist, therefore, no RFP is available. Consequently, any responses(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must submit a capability statement on or before February 18, 2010. Interest offerors submitting a capability statement must include the following: 1) include information of the equipment outlined above; 2) fully explain your capability and qualifications and 3) provide itemized pricing that is sufficient to make a determination. Capability statements for this requirement are due on February 18, 2010 by 1:00 PM eastern standard time.
