- NASA/JSC has a requirement for ACES NECK RINGS AND WRIST DISCONNECTS.NASA/JSC intends to purchase the items from Air-Lock, INC. Air Lock is the only company to produce hardware components for the ACES space suit andNASA does not own the data and design rights to the ACES and it components and thuscannot fabricate the parts in-house nor provide the specifications to another vendor. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Adrian Clayton at adrian.d.clayton@nasa.gov not later than 12:00p.m. local time on February 24, 2010. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
