Description
RECOVERY ACT PROJECT RFP VA263-09-RA-0238 NIACS 236220 Z - CONSTRUCTION PROJECT - CORRECT MECHANICAL DEFICIENCIES - DESIGN-BUILD Provide all labor, materials, tools and equipment, and design-build services necessary for the design and construction of project 618-09-107, Repair-Upgrade Mechanical Systems Building 70 (Hospital) and Building 69 (Energy Center), VAMC Minneapolis, MN. The project shall design, construct, replace and upgrade several mechanical systems. The project shall include a base bid and several options. Options may be accepted in any order and any quantity after or during the acceptance of the base bid. The following systems items shall be included in the design-build services: A.Base Bid - Remove and replace an existing refrigerant medical air-dryer with a new desiccant twin tower medical-air dryer. B.Option No. One - Replace the existing fire pump control system with a new control system based on current fire pump control system technology. C.Option No. Two - Install Feed Water Pump, Piping, VFD at Energy Center. D.Option No. Three - Replace the existing check valve on the water line that supplies the building fire pumping system with two RPZ. E.Option No. Four - Add a new section of gear to the existing substation EDP-Central. The VA has scheduled a site visit for this project on February 19, 2010 at 9:00 am at the VA Medical Center, Facility Engineering Service, Project Section, Room BR-145. Solicitation and scope of work documents are expected to be available at www.fbo.gov on or about February 10, 2010. Note: A construction notice to proceed (NTP) will not be issued until the 100% back check is complete and the COTR has notified the Contracting Officer that the second NTP can be issued. In accordance with the VA Acquisition Regulations (VAAR 836.204) Disclosure of the Magnitude of Construction Projects, the range for this project is between $100,000 and $250,000. Liquidated Damages: $200.00 per calendar day, including holidays and weekends. NAICS 236220 - $31.0M applies. In accordance with PL 109-461 this project is 100% set-aside for Service disabled veteran-owned small business (SDVOSB) concerns. All responsible and interested offerors should submit a proposal in accordance with RFP VA263-09-RA-0238. Offerors are to complete and submit their proposals (original and one copy required) not later than Monday, March 8, 2010 at 4:30 p.m. CT.
