- RECOVERY—ROUGH FORK TRAIL RESTORATION THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY- ROUGH FORK TRAIL RESTORATION, WALLA WALLA RANGER DISTRICT, UMATILLA NATIONAL FOREST The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0268 on or about February 24, 2010, for the Rough Fork Trail Restoration Project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after February 24, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION: The U.S. Forest Service, EROC-NW, servicing Region 6 has a requirement for ROUGH FORK TRAIL RESTORATION. This project consists of restoration of the South Fork Walla Walla River Trail #3225 and the Rough Fork Trail #3227. Both trails are actively used motorized trails. Both trails were logged and partially brushed in 2009. The work consists of Clearing and grubbing, excavation and embankment, existing trail restoration, brushing, log out, slough and berm removal, rock removal, switchback restoration, rock wall restoration, shallow stream fords, culverts, and drainage structures. Motorized equipment is permitted on this project. Blasting will be necessary on this project. The contractor shall supply all services, labor, equipment and material, supervision, transportation, operating supplies, and incidentals except those items, if any, listed as Government-furnished property needed to perform the following: ROUGH FORK TRAIL RESTORATION in compliance with its terms, specifications, and provisions. The magnitude of construction for this acquisition is between $100,000 and $250,000 The Government intends to award a negotiated firm fixed price contract. PARTICIPATION: This procurement is unrestricted (open to all offerors) under FAR Subpart 19.10 - The Small Business Competitiveness Demonstration Program Act of 1988. The North American Classification System Code (NAICS) is 237990. The size standard is $33.5 Million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). Contractors are a required to be certified by the Small Business Administration, registered with the Central Contract Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Davis Bacon Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov. REGISTRATIONS. From Milton Freewater, Oregon, follow Walla Walla River Road to the Forks junction. Turn right on South Fork and continue to the end of the road. For the Deduct Trail head: : From Weston, Oregon, travel 20 miles on State Highway 204 to Forest Service Road #64 at Tollgate. Turn left and continue past the Tollgate Guard Station and Jubilee Lake to Forest Service Road #6411. Follow 36411 until it meets Forest Service Road #6043. Turn right and go to Mottet Campground. The trailhead is the first left just beyond the campground on Forest Service Road #6403.
