Description
NASA/GRC intends to purchase the continued development and enhancement ofDesign/Analysis Software from the University of Toledo. Statutory Basis for Other ThanFull and Open Competition: 10.U.S.C.2304(c)(1), only one responsible source and no othersupplies or services will satisfy agency requirements.This is a follow on to an existing task order with the University of Toledo. Thecontinued effort requires further development and enhancement of HyperSizer and NASAGlenns ImMAC software suite.The objective of this continued effort is to develop calibrated, verified and validatedstress analysis and life prediction methods incorporating variability in specificdeformation and life parameters to facilitate the safe and reliable utilization ofadvanced composites in aero-space structures. Specifically, structures that use advancedfiber reinforced composites including, but not limited to, high temperature ceramicmatrix composites (CMCs). Major challenges are to adapt and extend existing methods (e.g. CEMCAN, WCEMCAN, ImMAC,and FE based approaches like PCgina) and database foundations generated under previousNASA programs and to establish a good understanding of key primary variables and issuesso that predications can be made with a specified level of confidence beyond the range ofexperimental conditions in the database. By addressing these issues, the reliability ofweight and performance critical propulsion components can be improved.Consequently, anadvanced knowledge of NASA GRC in-house codes such as CEMCAN and ImMAC are required. Required period of performance: March 15, 2010 through August 31, 2013.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 25, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
