Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. M67004-10-Q-0099 is issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38, effective date DEC.10, 2009. This is 100% purchase for Small Business Concerns. The North American Industry Classification System (NAICS) code is 517919 and the small business size standard is $25 million. The Federal Supply Class (FSC) is R426. The Standard Industrial Classification (SIC) is 7380. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. A firm-fixed price contract with four (4) option periods will be awarded for the requirement that is described as follows: VIDEO TELECONFERENCE SYSTEM (VTC) MAINTENANCE SUPPORT for LOGCOM, Marine Corps Logistics Base, Albany, GA. The Government intends to award one (1) contract based on a "best value: determination from review of technical, past performance, and price submissions. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price of the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s) pursuant to FAR clauses 52.217-9. It is the Government intent to ward without discussion. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Additional clauses cited in this clause are: 52.203-11, 52.203-12, 52.212-3 Alt 1, 52.219-6, 52.222-3, 52.222.-41, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, and 52.232-33. Other applicable FAR clauses 52.217-9 with the following as fill-in "60 days." 52.217-8 with the following fill-in "1 week." DFARS 212.7001; with the following additional clause cited -252.225-7001. All interested parties responding must be registered with the Central Contractor Registration (CCR). The CCR website is http://www.ccr.gov.
