Description
Format for providing qualifications This "Sources Sought" Notice is being issued for informational purposes only and should not be construed as a solicitation or as an obligation on the part of the U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS) South Atlantic Area (SAA). The SAA is conducting a market survey to identify the availability, interest, and capabilities of qualified members of the Small Business community [Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Historically Underutilized Business Zone businesses, and certified 8(a) firms] as potential sources of design-build services for the project described below. The North American Industry Classification System (NAICS) code for this acquisition is 236220, Commercial and Institutional Building Construction. The small business size standard is $33,500,000 average annual receipts for the last three years.. The project is entitled Endwall Repair, Ft. Pierce, Florida. Requirement: This is a design-build project requiring structural engineering support. The Contractor shall provide all engineering, material, personnel, equipment, tools, fuel, and other items or services necessary to modify/repair six greenhouse endwalls. The Contractor shall submit drawings, stamped by a Professional Structural Engineer, registered in the State of Florida, outlining the repairs associated with the endwalls of four greenhouses 111, 112, 117 and 118. Greenhouses 119 and 120 are in need of new cooling pad systems and end wall modifications only. Greenhouses 111, 112, 117 and 118 have significant corrosive damage at each corner column, flashing and intermediate girts and are in need of new structural upgrades. All six greenhouses will have the cooling pads shortened to 30 feet to eliminate future corrosion problems and install new PVC troughs with an open top cooling pad system. This will require that the end wall vents be shortened and the existing openings closed to approximately 30 feet. All new openings are to be sealed with 8mm polycarbonate panels. This is a design-build project that when completed, must meet and pass all the performance requirements outlined in the Citrus Nursery Stock Certification Program, Rule Chapter 5B-62.010. The Contractor is expected to incorporate value-engineering into the overall design of the project. The project will not have final acceptance until the Contractor meets the FDoA acceptance criteria and the final inspection The magnitude of this project is estimated to be $100,000 and $250,000. Interested firms or teams are invited to respond to this announcement by providing the following information: a) geographical location(s) of major and satellite offices; b) business size (large or small) and type of firm, such as 8(a) concern, HUBZone small business, small disadvantaged business, women-owned small business, or service-disabled veteran-owned small business; c) company literature/documentation supporting experience in projects of this size and scope; and d) experience in successfully completed Design-Build projects of the nature of this project. A document is attached to this notice to help you in gathering and providing some of the requested information. NOTE: This project will require firms to provide for Architect/Engineering services and for construction services. If your company lacks one of these required disciplines, you may provide information regarding a partnership with a business that can complement/fulfill all the needed requirements. NO SOLICITATION EXISTS, AND A FORMAL PROPOSAL IS NOT REQUESTED. THIS NOTICE IS INTENDED ONLY TO IDENTIFY SOURCES OF THE REQUIRED SERVICES. The Government does not intend to award a contract on the basis of this sources sought announcement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. No site visits to the facility are allowed at this time. No calls or inquiries will be accepted in regards to the detailed requirements of the project. Interested vendors are requested to respond to this notice by March 5, 2010. The information about your firm shall be limited to no more than 10 pages.
