- This requirement is to procure 16 Torque Measurement Systems (TMS) for the Flexible Engine Diagnostic System (FEDS) as a Firm-Fixed Price (FFP) contract in support of the Army Ground Support Equipment (AGSE). This requirement will be solicited using other that full and open competition; and negotiated on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1, to Concepts ETI, Inc. DBA Concepts NREC (SB). The FEDS is a turbo-shaft engine test stand which uses automated data acquisition/instrumentation and air dynamometer technology to test/verify flight readiness of turbine engines removed from aircraft for maintenance. A component of the FEDS is the VAROC 250 dynamometers; which the Army manages sixteen units required to test the Armys large helicopter engines. Due to additional requirements for testing upgraded and new engines, the VAROC 250 needs to be upgraded to meet new capability requirements. The rights to use the data needed to purchase this part from additional source(s) are not owned by the Government and cannot be purchased, developed, or otherwise obtained. It is anticipated that the solicitation will be issued on or about 4 March 2010, with a proposal due date of 5 April 2010. No telephone requests will be accepted.
