Description
3ROX - SOW The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with the Three Rivers Optical Exchange (3ROX) to acquire high-speed fiber optic connectivity to support NOAA's high performance computing (HPC), voice, video and data communication requirements to the future NOAA (HPC) facility that will be located either in Fairmont West Virginia or Morgantown West Virginia. Physical connectivity, installation and monthly recurring charges for origination and termination of each circuit are also included in this requirement. The Three Rivers Optical Exchange is operated and managed by the Pittsburgh Supercomputing Center. NOAA requires high-speed fiber optic connectivity to the Internet2 and National Lambda Rail Research networks in the in Fairmont West Virginia or Morgantown West Virginia area that satisfies all of the following: 1) The Contractor shall provide a single managed solution for access to NRN, national and international research networks including, but not limited to, Internet2 (I2) and National Lambda Rail (NLR); 2) The Contractor shall have the capacity to provide access to research networks at speeds of 10Gbs or higher; 3) The Contractor shall provide a fiber plant solution that is robust and cost effective; 4) The Contractor shall provide hardware to support each end of the connection; 5) The Contractor shall size chassis hardware to allow for additional independent services, with scalability to at least 200 % growth; 6) The Contractor shall initially size hardware for a 10Gbs DWDM circuit; 7) The Contractor shall manage hardware support to include routine maintenance, upgrades, and repairs; 8) The Contractor shall provide and manage any required cross connects; 9) The Contractor shall provide all management and oversight of potential subcontractors; 10) The Contractor shall provide 24x7 monitoring of solution health; Description of Network connectivity and Associated Services Required: The contractor shall provide transport services consisting of high-speed network connection of dark fiber for connectivity between NOAA proposed HPC facilities in West Virginia and the required 3ROX Point of Presence. In support of the transport services, the contractor shall, provide the all cross connects at the required interconnecting locations, optical network switches, underground pathways, utility poles and other transport mechanisms to provide the dark fiber between NOAA proposed HPC sites and the 3ROX point of presence. The contractor shall provide the "dark fiber" connection as an Indefeasible Right-of-Use agreement for an initial term of 5 years and renewable in 5-year terms for a total of 20 years. The contractor shall provide management of the transport services and the optical network switches. The contractor shall provide Network management that includes the monitoring of the optical network switches and the status of the "dark fiber" link between NOAA proposed HPC sites in West Virginia and the 3ROX point of presence. The contractor shall provide 10G waves via the new dark fiber build, for access to the national research networks: Internet2 and the National LambdaRail. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately April 8, 2010, with a base year and four option years. The NAICS code for this procurement is 541990 with a corresponding size standard of $6.5M. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. It is the Government's belief that only the Three Rivers Optical Exchange (3ROX) GigaPop regional network consortium can provide these required services. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to furnish high-speed fiber optic connectivity capable of meeting the previously cited requirements. Seamless integration of the connectivity into NOAA Research Network is required. Vendors must include in its response, an explanation, in explicit detail, of its plan to implement and manage a seamless integration with the existing NOAA Research Network. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion.
