Description
The Department of the Interior, National Business Center, Acquisition Services Directorate, plans to issue a commercial item solicitation, evaluate offers using the Best Value procedures under Part 15 of the Federal Acquisition Regulation (including oral presentations), and award a single contract for five multi-engine turbofan aircraft to support the U.S. Navy's Test and Evaluation (T&E) program (NAVSEA PEO IWS 1TE). The base contract period is for one year with four one-year option periods. This action will be a full-and-open competition and not set-aside under any small business program. The NAICS Code is 481219, Other Nonscheduled Air Transportation, and the small business size standard is $7.0M. The Navy requires five multi-engine turbofan aircraft for the conduct of ship T&E trials off the coasts of the United States (including the Hawaiian Islands, Alaska, and U.S. territories such as Guam, Puerto Rico, etc.) or the coasts of its allies (Japan, Canada, etc.). The contractor is guaranteed payment of 500 flight hours per contract year. Additional flight hours will be paid as needed. As a minimum condition for award, the contractor shall provide the necessary management, labor, and equipment for operating five exclusive use multi-engine turbofan aircraft from its home facility. However, the Government may consider it more beneficial if a contractor offers to position one long-range aircraft in the vicinity of Norfolk, Virginia and a second long-range aircraft in the vicinity of San Diego. At least three of the offered aircraft shall be capable of cruising for at least 6.0 hours, and two aircraft must be capable of cruising for at least 2.8 hours. However, the Government may consider it more beneficial if all five offered aircraft are long-range models. Each aircraft shall have hard points for the attachment of government-furnished, electronic attack (EA)/electronic protection (EP) pods and/or internal capability for government-furnished T&E equipment and/or personnel. An electronic copy of the solicitation will be available for download at www.fedbizopps.gov by approximately February 19, 2010. An apparent successful offeror must be registered in CCR (www.ccr.gov) to be awarded a contract.
