- THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST OF INTEREST ONLY. The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business or Small Business concerns only. The estimated magnitude of this construction project is between $1,000,000.00 and $5,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 236210. The estimated time for completion is 545 calendar days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a competitive negotiated procurement utilizing the authorized Design-Build selection procedures of FAR 36. The acquisition is for the design and construction of a new Aids to Navigation Team (ANT) facility, located in Dulac, LA. The project involves developing a new facilities plan at ANT Dulac that will prevent the enormous repairs necessary after hurricanes and reduce the building’s flooding during non-hurricane events. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305 and FAR 19.14, if your firm is HUBZone, a Service Disabled Veteran Owned Small Business or 8(a) Small Business and intends to submit an offer on this solicitation, please respond by e-mail to Ms.Sarah Rall at sarah.j.rall@uscg.mil and Ms. Pamela Argilan at Pamela.j.argilan@uscg.mil. Your response shall include a positive statement of your intention to submit an offer for this solicitation as a prime contractor, your DUNS number, a capability statement, and bonding limitations. Your response is requested by 8 February, 2010. A decision on whether this will be pursued as a HUBZone Small Business Set-aside, Service Disabled Veteran Owned Small Business, Small Business concern or on an unrestricted basis will be posted on FEDBIZOPS at www.fbo.gov.
