- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) requires technical and test support for the Battle Force Tactical Trainer (BFTT) System to consist of: on-site technical visits, telephone support, change process documentation development, and equipment integration, test, obsolescence, and interface support. This is a synopsis for non-commercial services prepared in accordance with FAR 5.2 - Synopsis of Proposed Actions. NSWCDD intends to award on a sole source basis a five-year, cost-plus-fixed-fee contract to AAI Corporation, 124 Industry Lane Hunt Valley, MD 21030, for the services described above. This requirement is a follow-on to the support currently being provided by AAI Corporation under N00164-07-D-8965. The contract will be for a base year beginning 01 May 2010 with four one-year options. AAI Corporation is the developer and manufacturer of the simulators that compose the BFTT System and has US Patent rights, production process, proprietary technical data, and production assembly drawings for these systems. For this reason, no other source will be able to provide the requisite services, as no other source possesses the required knowledge or data needed to support these simulator systems. No other service will meet the Government's need. The NAICS Code for this procurement is 541330, with a size standard of $4.5M. The solicitation is anticipated to be issued by 16 February 2010. NSWCDD, 17632 Dahlgren Road, Dahlgren, VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area; therefore, the synopsis and resulting solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. DoD will no longer award contracts to contractors that are not registered in the Central Contractor Registry (CCR).
