Description
The Government intends to solicit and award on a sole-source basis to Primordial, Inc. Ground Guidance under the statutory authority permitting other than Full and Open Competition 10 U.S.C. 2304 (C) (1), as implemented by FAR 6.302-5, Authorized or required by statute. The proposed contract action is for software to integrate Ground Guidance Off- Road Navigation Software (GSS) into Movement Tracking System Enhanced Software (MTS-ES) for Product Manager Movement Tracking System (PM MTS). This software service includes support for Family of Medium Tactical Vehicles (FMTV), Heavy Expanded Mobility Tactical Truck (HEMTT), and High Mobility Multipurpose Wheeled Vehicle (HMMWV). GSS will include but not limited to the support generate on-road and off-road routes using the most accurate, fastest, and shortest routes, printing a strip map, displaying a maneuver list, and estimating arrival time and fuel consumption. The contractor selected for this effort should have direct, immediate, documented experience, including off-road navigation software which provides optimal routing around terrain features. The initial period of performance for this award is nine months from the date of award. The performance will be at Fort Lee, Virignia and other locations. This notice of intent is not a request for proposals or quotations and there will not be a solicitation issued for the requirement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by NCRCC Office. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide this product. The Government does not guarantee or warrant that an individual response to this notice will be issued. All bids, proposals, or quotations must be received on or before 2:00 PM 5 February 2010.
