Description
The U.S. Department of Housing and Urban Development (HUD) is issuing Request for Proposal Number R-CHI-00992 in support of the HUD Headquarters, Office of Policy Development and Research (PD&R), Program, Evaluation Division. Government will award one indefinite-quantity contract (IQC) cost plus fixed-fee -type contract is expected to be awarded as a result of this solicitation for research and analysis of administrative data to ascertain how much it costs a Public Housing Agency (PHA) to run an efficient Housing Choice Voucher (HCV) program for the purpose developing a formula for allocating administrative fees. Proposals are due March 1, 2010 by 4:00 PM Central Standard Time. This IQC contract will have a duration of 48 months from the date of award. This procurement is unrestricted. The North American Industry Classification System (NAICS) Code is 541720 (Research and Development in the Social Sciences and Humanities) and the size standard is $7.0 million, average for the last three years. If the contractor awarded this contract is a large business concern, a subcontracting plan is required to be submitted with their proposal. The Office of Small and Disadvantaged Business Utilization (OSDBU) has established a 68% small business goal for prime contractors. This notice will be posted on HUD's Internet Home Page since HUD posts all required notices of its contracting opportunities at http//www.hud.gov/offices/cpo/Index.cfm. Potential offerors who download copies of solicitations from HUD's Home Page Contracting Opportunities or FedBizOpps will not automatically receive any amendments to those solicitations. You are advised to check back frequently to see if HUD has issued any amendments, etc. to the solicitation.
