Description
The United States Army, Product Manager Aviation Mission Equipment (PM AME), Redstone Arsenal, AL, seeks information on a reduced form factor transponder which could be used in Unmanned Aircraft Systems (UAS) and rotary wing applications. This transponder would need to support Modes 1, 2, 3/A, C, 4, S and 5 and be compliant with DoD AIMS 03-1000 requirements. This Request for Information (RFI) is issued solely to gather information for planning and market research purposes, and will not be publicly released. In accordance with FAR 15.201(e) and FAR 52.215-3, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Submitting information for this RFI is voluntary, and participants will not be compensated or paid for information solicited by it. This is not a request for proposals; and therefore, the Government will not award a contract on the basis of this notice. All information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. Proprietary information should be clearly marked, and respondents needing confidential treatment for any proprietary information furnished must comply with the Security and Exchange Commissions confidential treatment regulations at 17 C.F.R. 200.83. Respondents will not be notified of the results of the review of the information provided, but may be contacted for additional information for clarification. In responding to this RFI, please adhere to the areas of concentration and their numbering. If you cannot respond to a specific statement, please acknowledge so by placing NA by the applicable number. General 1. Provide product information on any products you have that meet all or most of the technical requirements. 2. Provide a brief description of your companys expertise and qualifications for providing this type of equipment. Provide a description of how you plan to provide a product to meet the technical requirements and provide a schedule that outlines the development, testing and qualification required to get the product ready for production. Also provide a projected production lead time and production capacity. 3. Identify any technical requirements that you would not meet. 4. Identify the commercial and military sales history include date, customers and quantities. Technical 1. FAA TSO-C112 certification would be desired. 2. The transponder should be DO-178B, level C software compliant. 3. The reduced form factor transponder should weigh less than 7 pounds and be less than 120 cubic inches in size. 4. The desired power consumption is less than 30 watts. 5. This transponder would also be required to support Automatic Dependant Surveillance Broadcast (ADS-B) out. An upgrade path to Mode 5, Level 2 in, ADS-B In, and Universal Access Transceiver is desired. 6. The transponder would need to provide Mil-Std-1553, RS-232, and RS-485 interfaces, and Discrete Gillham altitude inputs. ARINC 429 and Ethernet interfaces are desired. 7. The transponder should also meet the environmental requirements of Aeronautical Design Standard ADS-71-SP (available upon request), and the Electromagnetic Interference and power requirements of ADS-37 and Mil-Std-704A-F (both available upon request) to meet Army Aviation Airworthiness requirements. 8. It is also desired that the cryptographic computer be an appliqu design. Desired Response Format The Government desires that responses be submitted via email in an electronic format that is compatible with Microsoft Windows/Office and/or Adobe Acrobat and addresses each of the above characteristics and any other important technical aspects of the product.
