Description
The Naval Medical Logistics Command (NMLC) on behalf of the Bureau of Medicine and Surgery (BUMED) has a requirement for Clinical Research Acquisitions Supporting Hospitals (CRASH) services. The purpose of CRASH is to provide Clinical Research Associates in support of the Military Treatment Facilities (MTFs) under the Clinical Investigation Program and to provide related research and development services in support of the Navy medical research centers / laboratories. The mission of the Naval Medical Research & Development Area of Responsibility (AOR) is to conduct research, development, tests, and evaluations to enhance the health, safety, and readiness of Navy and Marine Corps personnel in the effective performance of peacetime and contingency missions and to perform other functions as directed by higher authority. The Naval Medicine Research & Development AOR includes various elements of the Bureau of Medicine and Surgery (BUMED), Washington, DC that require R&D support. Locations Include: 1. Dental Centers a. National Naval Dental Center (Bethesda) b. Naval Dental Center Camp Pendleton c. Naval Dental Center Southwest (San Diego) d. Environmental Health Effects Laboratory (planned for NAMRU Dayton) i. Biological Disease Research Directorate j. Bone Marrow Research Directorate k. Naval Medical Research Center Detachment – Lima l. Naval Medical Research Unit – Cairo m. Naval Medical Research Unit – Jakarta Place of performance will be at those agencies listed above. The following are the anticipated labor categories for this acquisition: CRA: Scientist, Analyst, Technician, Administrative. R and D: Management, Subject Matter Expert, Technician/Analyst/Artisan, Administrative, G&A Personnel. The Government envisions a multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, in which Task Orders/ Delivery Orders may be issued. Contracts will be for a five year period of performance. The guaranteed minimum is anticipated to be $10,000.00 for each award. The Government envisions that multiple awards would be made; however, it reserves the right to make no award or to make a single award, if in the best interest of the Government. If for any reason, there are no successful proposals, or only one successful proposal, the Government reserves the right to re-open the solicitation. Offerors are hereby notified that NHRC support contractors (not competing for this requirement) may be advisors to the evaluation panel, and by submitting a proposal, the offeror is consenting to such. This requirement is a full and open competition with no set- asides. A solicitation will be posted on or about March 15, 2010 to the Naval Medical Logistics Command’s website at http://www.nmlc.med.navy.mil/DBU-RFP.asp. Solicitations are to be downloaded from the website and no solicitations will be mailed. All proposals shall be sent to the address specified in the solicitation.
