Description
This sources sought notice is issued solely for information and planning purposes only. It does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotations (RFQ)) or a promise to issue a solicitation in the future. Be advised that this notice does not commit the U.S. Government to contract for any supply or service whatsoever. Furthermore, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals for this service. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The U.S. Government will not pay for any information or administrative costs incurred by interested parties when developing a response to this notice - all costs associated with responding to this notice will be solely at the responding party’s expense. All information received in response to this notice that is marked proprietary will be handled accordingly. The U.S. Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable U.S. Government regulations. Proprietary information or trade secrets should be clearly identified. DRMS is exploring a variety of alternatives for the removal and disposal of DoD hazardous waste items currently located at Camp Lemonnier, Djibouti. Required services would include, but not be limited to, the following: •Verifying shipments against stated inventories •Repackaging of waste •Completing waste profiles and required manifests and/or other shipping documentation •Arranging for interim storage of the waste, as necessary •Coordinating for permits and export documentation, as necessary •Transporting the waste from Camp Lemonnier to interim storage and/or final disposal facilities •Disposing of the waste at qualified Treatment, Storage and Disposal Facilities (TSDFs) All such waste would be containerized and shipped by the contractor according to ADR and IMDG standards and all other applicable codes, laws, treaties, and so forth. The contractor would be responsible for coordination and obtaining all necessary clearances and permits. Forms of waste include but are not limited to: •A variety of used and unused batteries (including lithium) •Solvents •Solid waste containing heavy metals •Pesticides/herbicides/fungicides/insecticides •Waste oil and fuel •Grease •PoL contaminated solids •Filters •Aerosol cans and other compressed gas cylinders •Fire extinguishing residue •Ethylene Glycol •Spill residue •Empty containers that previously held hazardous contents The estimated annual quantity of waste to be removed/disposed is anticipated to be between 50 and 100 metric tons. The purpose of this notice to identify firms with the capability and interest to perform the above services. Responding firms may be included on a potential source list in the event a solicitation is pursued in the future. Electronic responses in the English language are requested, either in Microsoft Word or Abode Acrobat format. All information submitted will be reviewed; however, DRMS may not respond to any submissions. Information must be submitted not later than 16:30 local time on 12 February 2010, and e-mailed to the attention of Jon Machacek, Contracting Officer, at jon.machacek@dla.mil. Telephone calls will not be accepted.
