Description
The 409th Contracting Support Brigade (Europe), on behalf of US Army Garrison Kaiserslautern, is seeking industry feedback or comments on the DRAFT Performance Work Statement (PWS) for the Facility Maintenance and Facility Engineering Services for the US Army Garrison Kaiserslautern. The planned award is a single award Indefinite-Delivery Indefinite-Quantity (ID/IQ) contract with Firm Fixed Price (FFP) and Time and Material (T&M) line items. The proposed contract will provide the Kaiserslautern Military Community footprint with base maintenances services and has an estimated ceiling of $249M. The contract will have a 1 year period of performance and 4 one year option periods. An award term is also being considered. The projected award date of the contract is 1 October 2010. The Government is seeking feedback and comments on the Draft PWS, as well as in the following areas: Acquisition Stategy, specifically the use of FFP, T&M and award term; Suggestions relating to the length and use of award term; Suggested line item (CLIN) structure; Suggestions for performance metrics; In addition to historical data, other information needed to better price the fixed price portion; Suggested methods for varying levels of service. The Government would like to have flexibility to increase and decrease the level of service throughout the life of the contract due to unforseen circumstances. These increase or decreases could be reflected in an increase or decrease in the level or type of service. Industry is also invited to provide any other comments or suggestions that industry feels will be beneficial to the PWS and the overall clarity of the document. Respondents should email their comments to Mr. Cliff Stevens at Clifford.stevens@eur.army.mil no later than 12 February 2010. The Government will accept responses after this date but it would be beneficial to the overall process to have the comments before 12 February 2010. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No solicitation document exists at this time and the Government will not provide responses to industry relating to information provided.
