- This proposed contract action based on other than full and open competition will be a firm-fixed price, sole source award to Clark/ Balfour Beatty (CBB) joint venture for a Design Build contract to renovate 17 Operating Rooms at the National Naval Medical Center in Bethesda, Maryland. It was requested that other than full and open competition be permitted pursuant to 10 U.S.C. 2304 (c) (2) as implemented by the FAR 6.302-1 - only one responsible source. The work will include the repairs, upgrades and reconfigurations of 17 existing Operating Rooms (OR) as well as the reconfiguration and renovation of adjacent supporting spaces and systems including mechanical, electrical and plumbing infrastructure to create ORs that fully comply with DOD unified facilities criteria. A separate project, BRAC Design/Build contract was awarded to CBB, which requires the addition of three (3) state-of-the-art ORs to the existing NNMC OR suite. These three new ORs will enable the new Walter Reed National Military Medical Center (WRNMMC) to perform specialized surgery now performed at the current Walter Reed Army Medical Center (WRAMC). These three new ORs under the BRAC program are required in order to facilitate the closing of WRAMC. This special project of "Renovation of 17 Operating Rooms at National Naval Medical Center" was not included in the BRAC renovation scope of work because it's not a requirement for the realignment. This special project will be a facility sustainment/ modernization project which will be funded separately from the BRAC appropriation. However, the commonalities and adjacent locations of these projects strongly support the execution by one contractor. The estimated release of the J&A is the 4th of February 2010. The time frame for receipt of proposals will be provided in the solicitation notice.
