Description
This is a synopsis for commercial services prepared in accordance with the format in Subpart 5.2, as supplemented with additional information included inthis notice. This announcement will be followed by a written solicitation inapproximately 15 days from the date this synopsis is publicized. Thesolicitation will request responses/proposals approximately 30 days after the solicitation is issued. The US Army, Army Contracting Command, Joint Munitions and Lethality (JM&L)Contracting Center, located at Picatinny Arsenal, NJ, in support of theCommander, Armaments Research, Development and Engineering Center (ARDEC) issoliciting proposals for support services for ARDEC. The Contractor shallprovide consultant, management, analytical, engineering and technical servicesin support of Life Cycle mission functions spanning early technology conceptsthrough demilitarization. The objective of this procurement is to provide afull range of consulting, analysis, software and hardware services bothclassified and unclassified, which shall include, but are not be limited to:resource management, analytical, engineering, administrative and program support functions; data analysis and reduction; simulations and modeling;investigations; user requirements; identifying and providing solutions toproblem areas; optimization of user tactics; determination and implementationof Total Quality Management (TQM) theory; Strategic planning; continue processimprovement; preparation of reports and the documentation, special studies and staffing of special teams. Task Order 0001 for Demilitarization ProgramManagement Support Services will be an evaluation sub-factor also. This procurement is rated DO-C9 for national defense use, and all provisionsof the Defense Priorities and Allocation System Regulation (15 CFR 700)apply. The appropriate NAICS code is 541330-Engineering Services-Military andAerospace and Military Weapons, and the size standard is $27,000,000.00. Place of Contract Performance: The primary location for the performance ofwork under this contract will be at Picatinny Arsenal, NJ, Ft Sill, OK, FtBenning, GA, Aberdeen Proving Ground, MD, and Huntsville, AL. The contractorshall travel as required. Place and date of delivery, acceptance and FOB Destination shall be:Inspection /Acceptance will be at destination point. Ordering Period: The Ordering Period will begin on the date of contract award and continue for five (5) years thereafter. The Request for Proposal for this action will be available for downloadapproximately February 10, 2010. The solicitation will close approximately March 11, 2010. The projected award date for this action is April 15, 2010. It is the governments intention to award one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contract(s) for a period of time not to exceed 5 years. The minimum guarantee for each contract is $25,000.00; the estimated total maximum dollar amount (ceiling) for all task orders placed under this contract(s) is $14,870,784.00. All individual delivery schedules or periods of performance for the services required will be specified in each task order. This is a competitive acquisition using Full and Open Competition for award of an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) Contract. Each Offeror will be evaluated against the solicitation requirements for the base contract and task order 0001 for Demilitarization Program management Support Services in accordance to the evaluation factors contained in the solicitation.
