Description
The Naval Surface Warfare Center, Panama City Division, (NSWC PCD), Panama City, FL intends to award a sole-source firm-fixed price contract to Intermed Video Technologies, Inc. of Newtown CT for nineteen (19) each 17 inch and thirty-eight (38) each 10.4 inch video monitors to accomplish Craft Alterations on the Landing Craft Air Cushion (LCAC). The parts being purchased are commercial off-the-shelf (COTS) items or slightly modified COTS items manufactured by InterMed Video Technologies of Newtown, CT. This purchase is not suitable for full and open competition and it is in the best interest of the government to acquire this item using a non-competitive purchase for the following reasons. The Naval Sea Systems Command (NAVSEA) has conducted a qualification program for manufacturers of LCAC System Upgrade and SLEP displays and has determined that it is necessary to purchase the same units for the remaining craft. This qualification program involved extensive testing to ensure 100 percent compatibility with the display signals of the LCAC systems. These installed displays are integrated into the display console and craft wiring, and are compatible with the Alarm Monitoring System AMS, Sperry Bridgemaster E Radar, Radar Interface Converter Unit (RICU), Navigation Processor Unit NPU, and Navigation Data Integrator NDI. Other displays would require craft rewiring, qualification and testing costs that cannot be recovered through competition. Also, the current required delivery dates could not be met based on the development effort that would be required to qualify other displays. Developing another source for these displays would be cost and schedule prohibitive; it would be very expensive as there would be significant engineering and testing costs incurred (environmental). Delivery of the monitors will be FOB destination to the Naval Support Activity Panama City (NSA PC) Receiving Office, Building 100, 110 Vernon Ave, Panama City, FL 32407. NAICS Code 334119. Small Business Size Standard is 1000 employees. FSC Code 2090. Award will be based on a responsive proposal at a fair and reasonable price. Anticipated award date will be on or about 14 May 2010.
