- This is a combined synopsis/solicitation for Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F1H0H69282A001, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 813110 and the small business size standard is 7.0M. The following commercial items are requested in this solicitation; STATEMENT OF WORK BEALE AFB PROTESTANT TECHNICAL DIRECTOR (as of 25 Sept 09) SCOPE OF WORK: Environment: 1. Beale AFB (BAFB) is a continental United State (CONUS) military community comprised of Active Duty, Reserve, Civil Service employees, retirees and dependents. The BAFB Chaplain Service has the responsibility of meeting the spiritual needs of this diverse community as it executes Beale's continuous global reconnaissance mission. 2. The BAFB Chaplain Service staff is composed of chaplains, Chaplain Assistants, appropriated and non-appropriated fund contractors and lay volunteers. The programming developed by this staff is implemented in a religiously pluralistic environment and is subject to the standards established by the United States Air Force. 3. The BAFB Protestant Community is a faith group engaged in meeting the spiritual needs of the BAFB community. The Protestant Community operates an energetic ministry designed to "Our nation's finest Chaplain Service staff delivering and advancing space power for America by glorifying God, honoring Airmen, and serving All." This requires a high degree of coordination and cooperation within the BAFB Protestant Community and with the entire Chaplain Service staff. Characteristics of Protestant Worship Director: 1. Within the above described parameters this Statement of Work (SOW) addresses one of the Chaplain Service's identified critical needs and will be designed to provide Protestant Worship Services, Leadership & Direction, coordinating services for the BAFB Chaplain Service. 2. To function as provider for the Protestant Worship Service(s) Coordinator needs during the period of 1 October 2009 through 30 September 2010. QUALIFICATIONS: 1. Positive, spiritually sensitive, mature person who is a gifted technical expert in the context of Protestant Worship and who specializes in working with Chaplain Service staff members, all military personnel, volunteer lay leaders and teachers with these specific criteria: a. Prefer that they have 5+ years of professional, contemporary worship experience, involved in the technical aspects of worship services, support all technical aspects of a worship service from setting up a stage, syncing instruments with a sound board, setting sound/range, setting up speakers/sound and helping/aiding in the creating/conducting worship arrangements. b. Must be a college graduate with associates degree and/or bachelors. c. Must be able to recruit, train and maintain a volunteer base for active technical support team/leadership. d. Must be able to resolve interpersonal conflicts and promote constructive working relations. e. Must be able to communicate clearly both orally and in writing. f. Must provide at least three references (Professional, and Personal). g. Must pass a background check in accordance with DODI 1402.5. h. Must be interviewed before recommended panel organized by the Senior Protestant chaplain before contract is completed. i. Prefer Technical Director also has background in sound systems, how they work and how to improve/build chapel sound system with audio/visual capabilities, and monitor set up of audio visual on a weekly basis. CHARACTER: Ability to work collaboratively and independently. The individual must be positive, self-directed, motivated and able to interact well with people. Will maintain high standards of personal and moral conduct and decorum expected of all those who represent the Chaplain Service, including but not limited to dress and grooming. The ability to work collaboratively with a diverse Chaplain Service staff is a must and will be adhered to. SKILLS: Strong technical support talent, background, experience, vision and sound skills are required. The ability to recruit, train and maintain a strong volunteer base for technical support teams is critical. The ability to work with various groups, to build healthy teams and to constructively assist in resolving interpersonal conflicts is crucial. The ability to identify sound needs, design, advocate and implement effective technical programming is essential. The ability to listen and follow instructions from the Senior Protestant Chaplain and the chaplain designated to lead Protestant Worship Programs is necessary. DATE, TIME AND PLACE OF PERFORMANCE: As needed to accomplish work at Beale AFB, approximately 10-15 hours a week. CONTRACTOR RESPONSIBILITIES: The Contractor agrees to furnish the following described services at the locations, intervals and times specified by the Beale AFB Chaplain Service: 1. Under the direction of the Senior Protestant or designated Protestant Chaplain manages the Protestant Community's Technical Support for worship/music programs. Programs include, but are not limited to: Sunday School, Sunday Services and weekly worship practices in addition to seasonal events/programs. 2. Submit annual Worship Technical Support programming budget proposal for approval to Senior Protestant Chaplain or assigned chaplain. 3. Recruit, train, support and supervise technical support volunteers. 4. The contractor is permitted to provide subcontractors who are equally qualified when the chaplain supervisor or the Senior Protestant Chaplain gives prior approval at least three (3) days prior to the absence. 5. The contractor will work out of either the Foothills Chapel of the Valley Chapel, depending on space available. The coordinator will be provided with an office, computer with e-mail and internet access, telephone, desk, chair, filing cabinets, necessary shelving and appropriate office supplies. Office equipment and furniture may be shared with other Chaplain Service staff. 6. The contractor will provide personal transportation and any contractor specific supplies or equipment. 7. Conduct occasional special activities in support of the Chaplain Service mission. For example: provide technical support for worship/music programming for seasonal events like Easter, Christmas and worship outreach events. Rate of Pay: The contractor will be responsible for filing any applicable social security, federal, and/or state taxes. Contractor will be required to submit a monthly invoice to the Chaplain Service, NCOIC or their designated authority before payment is made. The invoice will be accepted on the first business day after the completion of the service month. The contractor will provide the personal skills, training competency, attitude and spiritual strength that will be needed to meet all requirements contained in this Statement of Work (SOW). FOB: Destination for delivery to Beale AFB, CA 95903. The following provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The Government reserves the right to award on a multiple award or an all or none basis.
